Discussions with Hon'ble Minister and CMD BSNL on Strike Demands

Here is the brief of  the developments and discussions on our strike demands with Hon'ble minister of Communications , Sri A. Rasa and with CMD BSNL

Meeting held with Honourable Minister Sri A.Raja today at 12.30 hours.
 JAC will review about indefinite strike call after meeting CMD this evening and on receiving    the minutes of meeting with the Minister.  
I.T.S. absorption: Note for process of absorption will be sent to Cabinet within 3 months.In the meantime the BSNL will recruit Dy.G.M.level officers and management trainees as contingency plan.
Wage Revision: DOT is contemplating to refer the matter to MOC on the plea of pension involvement. This was protested by union representatives as this has not been done in the case of Executives. Minister advised Secretary (T) for early approval of the case.
Disinvestment and VRS: JAC strongly opposed the disinvestment of BSNL and VRS to One Lakh Employees. Minister mentioned that both the issues has been recommended by Sam Pitroda Committee but he has already discussed the matter with the Prime Minister  and thereafter a letter has been issued by Principal Secretary to Prime Minister mentioning that the report first will be discussed in the Telecom Commission meeting and thereafter it will be sent to Group of Ministers (GOM) for considerations. The Govt. decision in this regard will be discussed with the BSNL Unions thereafter only implementation will take place.
Unbundling of last Copper Wire: MOC asked CMD, BSNL for optimum use of last Copper wire.
Pension Revision: Issue to be settled within one month if no Cabinet note is needed for circulation amongst other Ministries.In Case matter is required to be sent to Cabinet, 3 months time is required for settlement.
Procurement of Equipment for expansion of BSNL services: JAC expressed it's serious concern against BSNL Board's decision to scrap 93 Million GSM line tender on the advise of Sam Pitroda Committee Recommendations. When 2G GSM equipment in Phase VI tender is cheaper then Phase V GSM equipment. Minister clarified that BSNL Board is fully competent to take decision in this regard.
MOC appealed for postponement of Strike. JAC to wait for official minutes before acceding to the appeal of MOC.
JAC in its internal meeting after meeting the Minister analysed the discussions and decided that CMD BSNL/ DoT should clearly spell out the roadmap for the procurement of GSM equipments in BSNL for next one year and contingency plan in case ITS Officers do not opt BSNL.
               JAC meeting with CMD BSNL at 6.30 PM

 In the meeting with CMD, CMD has assured JAC that uninterrupted supply of required GSM equipment will be ensured till such time the managed capacity model is finalised. CMD said all options will be explored so that the development is not hampered.

Meeting with RLC
    Prior tomeeting with HM(C) , JAC had a meeting with RLC at 11.30 Hrs RLC advised the workers to defer the strike as the matter is being considered at the highest level of the government. But JAC replied that unless the core issues are settled, strike can not be deferred.
With Dr. Sri Sanjeeva Reddy
     Both Sri K.Vallinayagam, G.S and Sri D.Chandrasekar, Offg. G.S (and AGS) met Dr. Sri Sanjeeva Reddy, President, INTUC at 20.00 Hrs and thanked him for extending support for the BSNL Workers strike. Dr.Reddy assured of his intervention in case there is hitch in settlement. He also assured suo motto of using his good office to clinch 78.2% IDA fixation benefits in wage revision.
JAC to meet on 19/4/2010
      JAC has decided to meet on Monday to take stock of the over all situation, consider assurances given by HM(C), Secretary DOT and CMD BSNL and will take a final decision on strike.
