Sir,
Sub: Recommendations of wage revision committee for BSNL non-executives
Kindly refer to the above recommendations signed by the committee on 15/01/2010. We feel that the committee has not done even minimum justice to BSNL workers. FNTO therefore request BSNL management to favorably consider and revise at least the following recommendations before formalizing the wage agreement.
1) Para 3(i) - Minimum pay scale may be raised to Rs.12500 with subsequent upgradations in other higher scales
2) Para 3(4)3b) - IDA neutralization may be revised to 78.2% on basic pay
3) Para 4 - Perks and allowances may be given effect from 27/2/09 as was done in the case of executives
4) 4.2.1 - Transport allowance may be revised upwardly as was done in the case of central govt. staff
5) Para 4.3.1 - Food allowance may be allowed to continue
6) 4(4)1 - OTA rates may be doubled (OTA is granted only on holidays, therefore the expenditure will be minimum)
7) 4.5.1 - Number of casual leave may be increased to 15 days (Status Quo)
8) 4.5.5 - Uniform pattern of 5 days week may be implemented for all administrative staff. (Working days were increased during the last wage revision and it was assured in national council that a review will be done during this revision)
9) Para 6.1.2: There should be no discrimination/differentiation for the BSNL Pensioners who were absorbed on/after 01.10.2000 and governed under Rule 37A. All such pre-post 01.01.2007 BSNL Absorbed Pensioners should have their Pension Revision w.e.f. 01.01.2007.
With Regards,
Yours sincerely,
