முதல் முழக்கம்

தமிழ் மாநிலத்துக்கென்று ஒரு தனி வலைத்தளம் ஆரம்பிக்க வேண்டும் என்ற நினைப்பு இன்று நிறைவேறியுள்ளது. அகில இந்திய சங்கத்தின் அதிகாரபூர்வ வலைத்தளமான www.fnto.org லிருந்து செய்திகளைத் தமிழாக்கித் தருவது, நம் தமிழகச் செய்திகளை உறுப்பினர்களுக்குக் கொண்டு செல்வது என்று பல்வழியில் இத்தளம் தொடரும். எதிர்வரும் ஜனவரி 24, 25 தேதிகளில் சேலத்தில் நடக்க உள்ள மாநிலச் செயற்குழு செய்திகளுடன் அடுத்த மடல் விரியும். நிர்வாகத்தின் உத்தரவை உடன்பாடு என்று ஊரை ஏமாற்றுவோரால் ஊழியர் அடையப்போகும் நஷ்டங்களைப் பற்றி நமது பொதுச் செயலர் அறிக்கை இங்கே!

CIRCULAR

A hollow wage agreement

Wage agreement signed between BSNLEU alliance and Management on 15-1-10 is nothing but a futile exercise which does not benefit any category of employee. Obviously BSNLEU wasted precious hours immediately after IV verification/wage settlement for executives for about one year pressing for 5 year wage revision and when the demand could not be met with they rushed thro’ the exercise unmindful of the past achievements (by other unions) and expectation of the staff in general. They also failed to forge unity among all non-executive unions to get a better deal. FNTO/BWA were cautioning the Recognized Union as well as gave many suggestions and tips to bargain better both individually and collectively without any result.

Even this 30% fitment benefit would not have been possible without FNTO and BWA’s persistent pressure, as BSNLEU was ready to accept less than 25% in case of a 5 year revision. Both in Promotion Policy and wage revision BSNLEU and their partners betrayed the BSNL workers but they are crying that unrecognized unions have betrayed them. As there is nothing to boast in the agreement they want to divert the attention of the workers from their failure to avoid a backlash from employees. But they are watching the performance of the representative union sadly right from the beginning and that is why there is no celebration or Jubilance even in BSNLEU circles. Workers will stand face to face with the betrayal of BSNLEU when wage revision and Promotion Policy are actually implemented.

On more than one occasion FNTO/BWA pressurized the management to offer a better deal with reference to scales, fitment, span and allowances but management exploited the non-executives availing the lethargic, non-performing and inefficient handling of the recognized union and their partners. Because of the blunders committed in Promotion Policy and wage revision BSNL workers will suffer cumulative loss both monetarily as well as in status compared to other PSU and Central/State Govt. employees. In short it is a ‘Dark- Age’ has descended on BSNL workers. Some points are appended below to show how workers are cheated in the wage revision.

  1. Parity ratio between highest and lowest paid (10 : 1) is not maintained (As per ratio a minimum of Rs.12500 scale is eligible but now minimum is Rs.7760).
  2. Inclusion of 78.2% IDA for fixation could have been achieved easily but BSNLEU has drawn blank.
  3. Pay benefit will be between Rs.600 to Rs.1000 only because of poor scales thus juniors are affected.
  4. Because of imminent stagnations seniors (particularly in supervisory cadres) will be affected. If 6th CPC recommendation of transcending to next higher scale is achieved this could have been avoided.
  5. CCA and Diet allowance have been abolished.
  6. There is no increase in most of the allowances No upward revision in Transport Allowance (For Govt. employee it is increased by 4 times and DA is also given) Except HRA all allowances take effect only from 15-01-10.
  7. Revision of scales for Sr. TOA, TTA (OTBP-BCR), T.M., Driver, Cable Splicers etc., which are long pending were not settled.
  8. 5 days week has been forgotten altogether.

In totality no BSNL worker (irrespective of cadre or service seniority) is benefited by this wage agreement. Thus the wage revision exercise done during the last 3 years is a futile one. It is high time that each and every worker realize that there is no future for them if BSNLEU continues as their representative union.
