An another clarification order has been issued by the Railway Board to its employees regarding the Grade Pay would be admissible under MACP to an employee holding feeder post in a cadre where promotional post is in the same Grade Pay. The nodal department of the Union Government, DOPT has informed the the financial upgradations under ACP/MACP Schemes cannot be to higher Grade Pay than what are be allowed to an employee on his normal promotion...

References have been received from Zonal  Railways seeking clarification as to what Grade Pay would be admissible under  MACP Scheme to an employee holding feeder post in a cadre where promotional post is in the same Grade Pay. The matter has been examined in consultation with Department of Personnel & Training (DoP&T), the nodal department of the Government on MACP Scheme and it is clarified that ACP/MACP Schemes have been introduced by the Government in order to mitigate the problems of genuine stagnation faced by employees due to lack of promotional avenues.

Thus, financial upgradations under ACP/MACP Schemes CANNOT be to higher Grade Pay than what are be allowed to an employee on his normal promotion. In such cases financial upgradation under MACP Scheme would be granted to the same Grade Pay.

This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Unknown virtues of new pension scheme

The Central government has made it compulsory, the New Pension Scheme (NPS) for its employees, who have joined service after April 1, 2004. It went operational in 2008-09. National Pension System (NPS) is an initiative of Pension Fund Regulatory and Development Authority (PFRDA), the apex body established by Government of India to regulate and develop the pension sector in India. NPS has been extended to all citizens of India with effect from 1st May 2009. 

The NPS offers very flexible investment options for the subscribers. A subscriber can invest into government security (up to 100 per cent) or corporate bonds (up to 100 per cent) and equity up to 50 per cent (only Nifty or Sensex). The Pension Fund Regulatory and Development Authority (PFRDA) regularly monitors the performance to prevent risky investments. The process for withdrawal on retirement at 60 years of age is ‘market-proof’ as it gives the option to withdraw in lump sum or on deferred basis over 10 years. The total cost of administration of the pension account from the subscriber’s perspective is among the cheapest in the world. But these virtues are largely unknown to the public.

Since 2009, over three million pension accounts have been opened with total accumulated pension wealth of around Rs 21,000 crore. Out of this, the pension wealth accumulated under the voluntary scheme is less than Rs 150 crore (about 60,000 accounts) vis-a-vis pension wealth of government employees of Rs 20,850 crore. Clearly, policy initiatives are required for encouraging voluntary subscription.

PFRDA appointed the Committee to Review Implementation of Informal Sector Pension (CRIISP) to review the implementation of NPS. The committee identified that under the unbundled structure, no intermediary owns up the responsibility for marketing. While the committee examined the role of all intermediaries in the structure, it did not examine the role of government as a stake holder. As the pension wealth accumulation grows, government can seek funds from pension funds for infrastructure development and social sector planned expenditure. The success of NPS will partially relieve the government’s social security burden.

There is also a need to raise the awareness about the tax benefits of the scheme for employers, HR professionals and employees to motivate them to participate in it.

PFRDA introduced the ‘NPS for corporates’ scheme under which the corporate is the nodal point to offer NPS facility and will be responsible for collection of subscriptions as part of salary administration. The Income Tax Act allows 100 per cent of employer’s contribution to employees’ pension fund under NPS subject to a maximum of 10 per cent of salary of employees. A mere reallocation from the ‘cost to the company’ towards contribution to the pension scheme helps employees get substantial tax benefits plus systematic retirement savings.

The pension wealth accumulated under NPS will be available for withdrawal only at the age of 60 years, unlike other types of long-term savings. The government may create tax incentives around this USP of assured accumulation of pension wealth and attract them towards systematic pension savings. There is a need for offering exclusive additional deduction besides the current 80 CC options to encourage wage earners to participate in the NPS.

An awareness campaign on old-age financial security and NPS needs to be taken up, as today’s demographic dividend will become a demographic burden 20 years later.

One million employees took part in the 12-12-12 strike

Nearly Ten lakhs Central Government employees took part in the one day token strike today, the 12th December, 2012 on the call of the Confederation of Central Government employees and workers, paralyzing the governmental functions in various departments throughout the country. The strike was to protest against the continued efforts of the Government to enact the PFRDA Bill, whereby the existing defined benefit pension of Government employees is sought to be converted into a defined contributory pension scheme. Every reason, the Government advanced at the time of the introduction of the new scheme is found to be incorrect and misleading by the Experts Committee set up by the Government itself.

Besides, the employees had been demanding wage revision by setting up the 7th Central Pay Commission, filling up large number of vacant posts, regularization of the service of Grameen Dak Sewaks/Casual/daily-rated workers, revival of the negotiating machinery i.e. JCM, removal of restrictions on compassionate appointments, introduction of Public Distribution system to arrest the ever increasing prices of essential commodities, stoppage of outsourcing, contractorisation, privatization etc. 

As per the report received the strike was total in Assam, Tripura, West Bengal, Orissa, Andhra Pradesh, Tamilnadu, Kerala, Chattisgarh, Jharkhand and beyond 80% in Maharashtra, Karnataka, U.P. Bihar, and about 60% in other States. The Postal, Income tax, Groundwater Board departments came to a grinding halt in all States, as the offices could not be opened at all. In Income tax Department, the promotee officers also joined the strike paving way of a complete closure. Many establishments of Atomic Energy, Printing and Stationery, Defence accounts, Medical Depots, Audit and Accounts Departments, Civil Accounts, CGHS, Indian Bureau of Mines, Directorate of Marketing Inspection, Geological Survey of India, Archaeological and Botanical Survey of India etc. remained closed. 

The organizers of the Strike have asserted that they will make the general strike of workers slated for 20th and 21st February, 2013 a grand success by enlisting participation of all sections of the Central Government employees. 

The Confederation will strive to organize an indefinite strike in pursuance of the 15 point charter of demands in 2013 if no settlement is brought about by the Government by then.

16-10-2012: MEETING ON NEW RECOGNITION RULES

As per the directions of Chief Labour Commissioner (Central), the BSNL Management convened a meeting of all BSNL Unions on 16-10-2012 regarding framing of BSNL’s own recognition rules. Committee of BSNL Officers headed by PGM (SR) lead the meeting.

Nine unions including NFTE, FNTO gave a joint suggestion for recognizing multi-unions in BSNL scoring more than five percent of votes. (Copy of letter attached) .

BSNLEU also agreed for multi unions and proportional representation. However, they suggested for 15% minimum votes. One union proposed that the union scoring 51% and above only shall be recognized. As usual, the TEPU’s and BSNL MS’s stand was that “no change is needed”. However, they were also asking for minimum trade union facilities to all applicant unions. As in the present set–up there is no provision for minimum facilities to all applicant unions, codifying a new recognition rule is unavoidable and if they need minimum facilities they have to change their stand.

Management may fix another meeting shortly to discuss further. FNTO was represented by S/Shri Thomas John K, All India President & K.Jayprakash, GS FNTO.

அடுத்த TTA தேர்வு - 06/01/2013 - Next TTA Exam

2011-ம் ஆண்டுக்குரிய காலியிடங்களுக்கான TTA பதவி உயர்வுத் தேர்வு உத்தேசமாக, எதிர்வரும் 06/01/2013 அன்று நடைபெறுமெனத் தெரிகிறது. இத் தேர்வில் தவறான விடைகளுக்கு மதிப்பெண்கள் குறைக்கப் படுமெனவும் தெரிகிறது.

The date of next examination for promotion to the cadre of TTA has been tentatively fixed as 06/01/2013 for the vacancies of the year 2011. Negative marks will be given for the wrong answers in this exam, it is learnt.

TTA Training classes

Two batches of training class for TTAs will commence from 17-09-2012 at CTTC, Meenambakkam Chennai and another class will commence from 24-09-2012
At RTTC, Maraimalai Nagar Two training classes will commence from 01-10-2012.
And one more training class will commence at CTTC Chennai after a Sr. T.O.A training class, currently conducted, is completed.
 
 

78.2% IDA merger for pensioners?

In all the websites of BSNL unions, news about BSNL Board approving 78.2% merger of IDA is being flashed.  

Some how or other all the unions had not brought to light DOT's objection to including pensioners in the strike agreement by BSNL.

DOT Letter No 40-09/2012-Pen(T) Dated 23rd July 2012 to CMD BSNL

Reference is invited to your letter NO BSNL/7-4/SR/2012 dated 13th June, 2012.

2. As per the copy of your agreement, it is noted that you have made an agreement regarding applicability of fitment benefit @ 78.2% w.e.f. 1-1-2007 to the pensioners also.

3. In the above connection, it is stated that the pension to the BSNL absorbees is being paid under Rule 37A of CCS (Pension) Rules, 1972 by the Govt. of India from its consolidated Fund. As such, BSNL has no power to make any commitments regarding pension. It may kindly be noted that for any commitment made by BSNL without Govt. approval, BSNL alone will be held responsible. Accordingly you are advised to withdraw the commitment mentioned in para 2 above.

Sub:-    Merger of 78.2% IDA with basic pension or pay-strike agreement by the BSNL with unions.

Ref:-    DOT-ND letter No.: 40-09/2012 – Pen(T) dated 23/07/2012  

Apropos to the DOT’s letter cited above the following are submitted.

1)        Even though the BSNL absorbed DOT employees are paid pension under Rule 37-A of CCS (Pension) Rules 1972, their pension / family pension is calculated and determined in accordance with other provisions of the said rule only. Rule 37-A is only an enabling provision to extend the Government pension to the BSNL employees absorbed in BSNL to be paid from the Government fund.

2)        Their pension from 01/01/2007 has been revised for pre-2007 retirees in accordance with the formula as suggested by the BSNL at par with the pay revision of serving employees of BSNL as on 01/01/2007.            This formula itself is inferior to that of Central Government employees, in which case the additional DA drawn an account of merger of 50% DA from 01/04/2004 has also been taken into account for revision of pay as well as pension.            But for revision of pay or pension in BSNL, the above benefit is not given even though the Government has issued orders to merge 78.2% IDA with pre-revised basic pay instead of 68.8%. In all other PSUs only78.2% IDA has been taken into account for revision of pay from 01/01/2007. Now this has been set right by the BSNL in the strike agreement.

3)        While revising the pension of pre-2007 retirees, the DOT should have merged 78.2% IDA with basic pension instead of 68.8% as the agreement entered into with the unions for 68.8% IDA merger will be binding on the serving employees only and not for pensioners. So the DOT, while revising the pension of pre-2007 retirees should have added 78.2% IDA and not 68.8% IDA as per the DPE/Govt. orders. As this has been done as per the suggestions of the BSNL, by the DOT, now the DOT should accept the commitment made by the BSNL in the strike agreement and should not try to avoid responsibility to rectify the mistake already done.

4)        It may also be noted that the percentage of the fitment benefit for revision of pay as well as pension given to the Central Government employees is 40% whereas the same has been fixed as 30% for PSU employees and BSNL absorbed DOT employees. Thus their pension is further eroded by 10%. This itself is discriminatory and this agreement is an opportunity to the DOT to remove the same atleast now. Therefore, the DOT should not shirk its responsibility by asking the BSNL to withdraw the commitment in the agreement with the unions.            We hope that good sense will prevail upon DOT to remove the injustice done to the BSNL employees and pensioners atleast now to avoid further labour unrest in the BSNL.

BSNL plans revamp of landline services; to invest Rs 400 crore: "We have started process of converting all our exchanges in to NGN (Next Generation Network) exchanges. This will bring to landlines all facilities that are currently available on mobile phones like video calling, call transfer, directory among others," BSNL Chairman and Managing Director R K Upadhyay said."

But without setting right the outdoor plant, will these upgrades bring any desired results?

BSNL HQ quite often reports that enough material is available for repairing the outsoor plants. But almost all over India, every SSA says no cable, drop wire or even telephone instrument is available. Any fault remains unattended for weeks together. Unless otherwise attention is paid to this how can a modernisation of indoor equipments will change the present mood of subscribers drifting away from BSNL?

BSNL Partners SBI To Offer 

mobile banking Solution

State owned telecom operator, BSNL, has partnered with State Bank of India (SBI) to launch its mobile baking services via the ubiquitous USSD (unstructured supplementary service data) mobile platform, reports Telecomtalk. It is not clear as to which company is providing the technology support for the service.
All BSNL users, postpay and prepay, who have an SBI account can use mobile banking which supports all major banking transactions including Money Transfer, Mobile to Mobile Fund Transfer, Balance Inquiry, Mobile Top-Up/Recharge, Mini Statement, Checkbook issuance, Prepaid Mobile Recharge and Postpaid Bill payment, and will cost Rs. 15 per month for unlimited number of transactions. The service will be work over USSD, which is also used by mobile operators to carry out mobile balance and validity requests for prepaid mobile subscribers, as well as for service activation and deactivation requests.
We feel that SBI should make the service truly ubiquitous by introducing it on other mobile networks, across India, since it’s one of the biggest nationalised banks. USSD is definitely more convenient as it does not require mobile data connectivity, however, it does not work on CDMA based phones. So we feel that a mix of USSD, SMS and mobile apps should be offered by banks as media for mobile banking.How It Works: 

- To use the service, users need to sign-up for Mobile Banking, with SBI.To register for the service with the bank, users need to send an SMS <MBSREG> to 9223440000 to get a User ID and MPIN . The system will reply with a user-id & default password(MPIN). It should also be noted that the customer has to submit an application for mobile banking in the SBI branch.- Following the registration, existing BSNL users can dial *595# on their mobile handset to view the menu and then enter special character * to subscribe to the service or 1 to unsubscribe to the service.- The system will then follow with a confirmation request on which users need to enter the suitable number option.  Subscribers will be able to view account balance, get mini statements, do Fund Transfer, change MPIN or recharge their mobile account. Apart from that, they will also receive confirmation messages regarding successful transactions over USSD.

Previously, SBI offered State Bank FreedoM, a Mobile Banking Service over a native mobile application that required EDGE/GPRS connection on users’ mobile device.

கோரிக்கைகள்

1.    தொழிலாளர்களுக்கு குறைந்தபட்ச சிரமமும், நிர்வாகத்துக்கு அதிகபட்ச நன்மையும் அளிக்கக் கூடிய வகையில் “மாற்றல் கொள்கை”யைத் திருத்தியமைத்தல்.

2.    அனைத்து கேடர்களும் பயன்பெறும் வகையில் பதவியுயர்வுத் திட்டத்தை (NEPP) மாற்றியமைத்தல்.

3.    DPE வழிகாட்டுதல்படி 1-1-2007 முதல் 78.2% அகவிலைப் படியை இணைத்து ஊதியத்தைத் திருத்தியமைத்தல். தொடர்ந்து, இதர படிகளையும் மாற்றியமைத்தல்.

4.    அமைச்சர்கள் குழுவின் பரிந்துரைப்படி Sr.TOA-களுக்கு EDP திட்டத்தை அமல்படுத்தல்.

5.    DOT/DOPT அறிவுரைப்படி Senior Accountant-களுக்கு 2-வது ACP திரும்பக் கொடுத்தல்.

6.    ஆறாவது ஊதியக்குழுவில் Postman-களுக்கு உயர் ஊதியம் வழங்கப் பட்டதைத் தொடர்ந்து, Lineman-களுக்கும் Postman-களுக்கு இணையாக ஊதியத்தை மாற்றியமைத்து, Telecom. Mechanic-களுக்கு உயர் ஊதியம் வழங்கல்.

7.     NEPP பதவியுயர்வுத் திட்டத்தில் TTA-களுக்கு இழைக்கப்பட்ட அநீதியைக் களைதல். அதாவது,  1-10-2000 முதல் TTA-களுக்கு வழங்கப்பட்ட உயர் ஊதிய மாற்றத்தை NEPP திட்டத்தின் கீழ் முதல் பதவியுயர்வாகக் கருதக் கூறும் உத்தரவை ரத்து செய்தல்.

8.    2007-க்குப் பிறகு பணியமர்த்தப்பட்ட TTA-களுக்கும் அதிகாரிகளுக்கு இணையாக 30% ஊதிய நிர்ணயப் பலன்களைத் தருதல்.

9.    முதல் ஊதிய மாற்றத்தின் போது ஏற்பட்ட முரண்பாடுகளை (Pay anomaly) உச்சநீதிமன்றத் தீர்ப்பின் படி FR-ல் உள்ள விதிகளின் அடிப்படையில் களைதல்.

10.  இரண்டாவது ஊதிய மாற்றத்தின் போது ஏற்பட்ட முரண்பாடுகளை (Pay anomaly) களைய, ஆண்டு ஊதிய உயர்வை முன்தேதியிட்டு (stepping up) வழங்குதல்.

11.  2007-க்கு முன்பு ஓய்வு பெற்றவர்களுக்கும் 78.2% அகவிலைப் படியை இணைத்து ஓய்வூதியத்தைத் திருத்தியமைத்தல்.

12.  கருணை அடிப்படை நியமனங்களுக்கான அதிகாரத்தை மீண்டும் CGM-களுக்கு வழங்கல்.

13.  Sr.TOA மற்றும் TTA-க்கள் பதவியுயர்வு பெற JTO போட்டித் தேர்வை உடனே நடத்துதல்.

14.  பத்தாம் வகுப்பு தேர்ச்சி பெற்ற அனைத்து Telecom. Mechanic-களும் TTA 40% தேர்வு எழுத அனுமதித்தல்.

15.  Telecom. Mechanic காலிப் பணியிடங்களில் RM மற்றும் GR-D-களை நியமித்தல்.

16.  செயல்திறனை அதிகரிக்கும் விதத்திலும் ஊழலைத் தடுக்கும் விதத்திலும், பராமரிப்புப் பணிகளுக்கு காண்ட்ராக்ட் முறையை ஒழித்துவிட்டு, ACE-3 பில் முறையை மீண்டும் செயல்படுத்துதல்.

17.  முன்தேதியிட்டு NE-12 ஊதிய விகிதத்துக்கு உடனடியாக உத்தரவு வெளியிடுதல்.

18.  சிவில் பகுதி ஊழியர்களுக்கு ஆளெடுப்பு விதிகளை மாற்றி, கேடர் சீரமைப்பை அமல்படுத்தல்.

19.  VRS திட்டத்தைக் கட்டாயமாக்காமல், பயனளிக்கும் வகையில் பேசித் தீர்த்தல்.

20.  Medical Allowance, Leave Encashment, LTC ஆகியவற்றை மீண்டும் வழங்கல்.

21.  GSM, தொலைபேசிக் கருவிகள், மோடம், கேபிள், OFC மற்றும் பராமரிப்புப் பணிகளுக்குத் தேவையான இதர உபகரணங்களையும் தாமதமின்றிக் கொள்முதல் செய்தல்.

22.  தேசியச் சங்கத்துக்கு அங்கீகாரம் / குறைந்தபட்ச தொழிற்சங்க உரிமைகளை வழங்குதல்.

மே – 1 : உழைப்பாளர் தினம்

உழைப்பின் பெருமையைப் பறைசாற்றும் விதமாகவும் தொழிலாளர்களின் உரிமைகள் மற்றும் சமூகப் பாதுகாப்பு ஆகியவற்றை வலியுறுத்தும் விதமாகவும் மே தினம் உலகமெங்கும் கொண்டாடப் படுகிறது. பல்வேறு நாடுகளில் நடைபெற்ற தொழிலாளர் உரிமைக்கான போராட்டங்களே தொழிலாளர் தினம் கொண்டாடப் படுவதற்கான அடிப்படையாக அமைந்தன.

தொழிலாளர் தினமானது, இங்கிலாந்து போன்ற நாடுகளில் மே மாதத்தின் முதல் திங்கள்கிழமையும் வேறு சில நாடுகளில் செப்டம்பர் மாதத்தின் முதல் திங்கள்கிழமையும் கொண்டாடப் பட்டாலும், பெரும்பாலான நாடுகளில் மே மாதத்தின் முதல் நாளன்றே கொண்டாடப் படுகிறது. இந்தியாவில் சென்னையில் தான் முதன்முதலில் 1923-ல் மெரீனா கடற்கரையில் தொழிலாளர் தினம் கொண்டாடப் பட்டது. அதன் நினைவாகவே சென்னை கடற்கரையில் உழைப்பாளர் சிலை நிறுவப் பட்டுள்ளது.

போராடிப் பெற்ற உரிமைகளை ஒவ்வொன்றாகத் தொழிலாளர்கள் இழந்துவரும் இன்றைய சூழலில், அவற்றை வென்றெடுப்பதற்கான உரிமக்குரல் இன்னும் ஓங்கி ஒலித்துக் கொண்டேதான் இருக்கும்.

Tamilnadu Circle Conference at Pondicherry:

FNTO Tamilnadu Circle Conference was held at Pondicherry on 21st and 22nd April 2012. 2 days conference was graced by the presence and special address of Hon’ble Chief Minister of Pondicherry Shri.N.Rangasamy, Honble Central Minister for Parliamentary Affairs Sri.V.Narayanasamy and Shri. P.Rajavelu Pondicherry Minister for Labour and Welfare. Sri. Mohammed Ashraf Khan CGM Tamilnadu, R.Marshal Antony Leo GM Pondicherry, Sri.K.A.Shenbagaraman President Chamber of Commerce, Shri.V.P.Sivakolunthu Managing Director Sapthagiri industries, Lakshmi Narayanan Reception Committee President, Sri.N.Soundara rajan MD Nalla industries were also participated and delivered greetings.

Sri. Thomas John K All India President, K.Jayaprakash General Secretary, S.Lingamurthy Joint General Secretary and K.Vallinayagam Former G.S participated and spoke on organization and staff issues. In the concluding session S/Sri. Abdul Wahab, D.Chandrashekar, S.Sadasivam and Neethinathan were elected as Circle President, Circle Secretary, Joint Secretary and Treasurer respectively.More than 500 delegates and observes attended the conference with full vigour and participation. Sri. S.Sadasivam Reception committee General Secretary, Veerabadhran District Secretary Pondicherry. Nalliya Kodan Treasurer Reception committee and their team organized the conference in a grand manner.

FNTO தலைவர் லாரன்ஸ் மறைவு

கண்ணீர் அஞ்சலி

FNTO-வின் முன்னணித் தலைவர்களில் ஒருவரான தோழர் சேவியர் லாரன்ஸ் இன்று (05/04/2012) காலை புதுச்சேரியில் காலமானார். தேசியச் சங்கத்தின் வளர்ச்சிக்காக அரும்பாடு பட்டு, தமிழகத்தில் FNTO இயக்கத்தைக் கட்டமைத்து, வலுப்பெறச் செய்தவர்களில் முக்கியமானவர் தோழர் லாரன்ஸ் ஆவார். நமது அன்புக்குரிய தலைவர் லாரன்ஸ் அவர்களின் மறைவுக்கு நமது கொடி தாழ்த்திய அஞ்சலியைக் காணிக்கையாக்குகிறோம்.

குறிப்பு: மறைந்த தலைவர் லாரன்ஸ் அவர்களுக்கு அஞ்சலி செலுத்தும் விதமாக, நமது தேசியச் சங்கத்தின் கொடியை மூன்று நாள்களுக்கு அரைக்கம்பத்தில் பறக்க விட வேண்டுகிறோம்.
