Meeting with Shri Gurudas Kamat, Hon’ble MOSC & IT.
Shri K. Vallinayagam, GS FNTO & D.D. Mistry (AGS FNTO) GS BDPA met Hon’ble MOSC at Sanchar Bhavan, and discussed the following.
1.       New code of discipline for BSNL and to give Minimum Trade Union facilities to Registered Unions.
2.       Relaxation in qualifying marks for JAO Part-II Examination.
3.       Harassment meted out to FNTO District Office Bearers in certain SSAs.
Shri D.D. Mistry GS. BDPA  INVITED Hon’ble MOSC for attending the Pensioners Association Conference at Ahmedabad. Minister assured to participate subject to availability of dates.
BWA Meeting:
BWA Meeting held to-day at FNTO Office under the chairmanship of Shri K. Vallinayagam, Chairman BWA. Meeting decided:-
1.       To address to HMOSC to advise BSNL to chalk  out a fresh code of discipline and also to grant Minimum Trade Union facilities to Registered Unions.
2.       To address the CMD BSNL to merge 78.2% IDA for fixation benefit w.e.f. 1.1.2007 without further delay.
3.       To pursue and get proper clarifications from BSNL HQ on non-executive Promotion Policy.

New Wage revision approved

GS/ FNTO informs that Hon'ble MOC & IT has approved the Wage revision for Non-Executives
Our comments:-- So we can expect the file with BSNL within a couple of days and as agreed on strike negotiations, BSNL Board will immediately act on it and orders may be released soon, perhaps before the end of next week. But, even after the instructions of the Hon'ble Minister, no discussions to merge 78.2% of IDA was initiated by the recognised union is regrettable.

New Promotion Policy --- CHQ's Suggestion for excercising option

Suggestion for excercising options
(From our CHQ)

1) If NO promotion or upgradation is received after 1-10-2000, it is better for them to opt for new scheme. In such cases, they will get I promotion on 1-10-2004 and second promotion on 1-10-2011.

2) If any employee got promotion after 1-10-2000 but before 1-10-2004 he can opt for new scheme in which case the above promotion will be treated as First promotion and the second promotion will be seven years after the date of First promotion. In that case he will have to refund the financial benefits availed from that promotion upto 31-3-2008 as the I promotion in the new scheme is notional upto 31-3-2008.

3) If any employee got the promotion after 1-10-2000 but from 1-10-2004 to the date of issue of orders on new promotion i.e., 23-3-2010 , such employees can opt for the new scheme. In this case he will be given I promotion from 1-10-2004 notionally with financial benefit from 1-4-2008. Next promotion i.e., II promotion will be from 1-10-2011. The promotion already given under OTBP/BCR/Grade IV/ACP will be treated as cancelled.

4)If any employee got a vertical promotion (such as RM to TM, TM to TTA/Sr.TOA eyc) after 1-10-2000 but before 1-10-2004 it will be treated as First promotion and second promotion will be given after 7 years from the date of I postbased (vertical) promotion. In this case he need not refund the financial benefit obtained due to to vertical promotion

5) If any employee got a vertical promotion after 1-10-2004, he will be eligible for I promotion in the previous cadre (held as on 1-10-2000) from 1-10-2004 and the vertical promotion given after 1-10-2004 will be treated as second promotion and the next promotion will be after eight years from the date of II promotion.

Q: ITS association has blamed HMOC &IT for derailing the growth of BSNL?

A: It seems a few ITS officers have been transferred from one section to other within the same station and ITSA is crying foul. But thousands of non executives are transferred by these ITS officers throughout the year willfully violating the transfer policy and guidelines issued BSNL Corporate Office from time to time. Even spouse and medical cases are not spared. Official who are due to retire within two or three years are also transferred without any justification or requirement costing the BSNL Crores of Rupees toward TA/DA and joining time pay. Some sadistic SSA heads and their agents are on prowl just to issue orders and latter cancel /modify./effect these transfers for oblivious reasons they take vengeance on those who do not toe to their lines and such cases are increasing year by year in the form of pick and choose victimization.

But if a few ITS officers are transferred there is a hue and cry. In Kerala a particular officer has completed more than 20 years in the same station/SSA HQ. In Andhra many ITS officers completed their term and enjoying the stay in the same. It is strange that these officers are blaming the Minister.

It is painful that neither the Circle Administration nor the Corporate Office Administration is intervening to check violation/victimization even represented by individuals/Service Unions. Flatly they refuse to intervene saying that they can do want to interfere in the Circle Administration even though they are convinced that the representations are genuine.

It is a naked truth accepted by all quarters that the growth and sustenance of BSNL are shattered and the CO is going red this year is due to the failure of leadership, the reason for this failure is non absorption OF ITS in time.

Discussions with Hon'ble Minister and CMD BSNL on Strike Demands

Here is the brief of  the developments and discussions on our strike demands with Hon'ble minister of Communications , Sri A. Rasa and with CMD BSNL

Meeting held with Honourable Minister Sri A.Raja today at 12.30 hours.
 JAC will review about indefinite strike call after meeting CMD this evening and on receiving    the minutes of meeting with the Minister.  
I.T.S. absorption: Note for process of absorption will be sent to Cabinet within 3 months.In the meantime the BSNL will recruit Dy.G.M.level officers and management trainees as contingency plan.
Wage Revision: DOT is contemplating to refer the matter to MOC on the plea of pension involvement. This was protested by union representatives as this has not been done in the case of Executives. Minister advised Secretary (T) for early approval of the case.
Disinvestment and VRS: JAC strongly opposed the disinvestment of BSNL and VRS to One Lakh Employees. Minister mentioned that both the issues has been recommended by Sam Pitroda Committee but he has already discussed the matter with the Prime Minister  and thereafter a letter has been issued by Principal Secretary to Prime Minister mentioning that the report first will be discussed in the Telecom Commission meeting and thereafter it will be sent to Group of Ministers (GOM) for considerations. The Govt. decision in this regard will be discussed with the BSNL Unions thereafter only implementation will take place.
Unbundling of last Copper Wire: MOC asked CMD, BSNL for optimum use of last Copper wire.
Pension Revision: Issue to be settled within one month if no Cabinet note is needed for circulation amongst other Ministries.In Case matter is required to be sent to Cabinet, 3 months time is required for settlement.
Procurement of Equipment for expansion of BSNL services: JAC expressed it's serious concern against BSNL Board's decision to scrap 93 Million GSM line tender on the advise of Sam Pitroda Committee Recommendations. When 2G GSM equipment in Phase VI tender is cheaper then Phase V GSM equipment. Minister clarified that BSNL Board is fully competent to take decision in this regard.
MOC appealed for postponement of Strike. JAC to wait for official minutes before acceding to the appeal of MOC.
JAC in its internal meeting after meeting the Minister analysed the discussions and decided that CMD BSNL/ DoT should clearly spell out the roadmap for the procurement of GSM equipments in BSNL for next one year and contingency plan in case ITS Officers do not opt BSNL.
               JAC meeting with CMD BSNL at 6.30 PM

 In the meeting with CMD, CMD has assured JAC that uninterrupted supply of required GSM equipment will be ensured till such time the managed capacity model is finalised. CMD said all options will be explored so that the development is not hampered.

Meeting with RLC
    Prior tomeeting with HM(C) , JAC had a meeting with RLC at 11.30 Hrs RLC advised the workers to defer the strike as the matter is being considered at the highest level of the government. But JAC replied that unless the core issues are settled, strike can not be deferred.
With Dr. Sri Sanjeeva Reddy
     Both Sri K.Vallinayagam, G.S and Sri D.Chandrasekar, Offg. G.S (and AGS) met Dr. Sri Sanjeeva Reddy, President, INTUC at 20.00 Hrs and thanked him for extending support for the BSNL Workers strike. Dr.Reddy assured of his intervention in case there is hitch in settlement. He also assured suo motto of using his good office to clinch 78.2% IDA fixation benefits in wage revision.
JAC to meet on 19/4/2010
      JAC has decided to meet on Monday to take stock of the over all situation, consider assurances given by HM(C), Secretary DOT and CMD BSNL and will take a final decision on strike.

JAC Meeting with Hon'ble MOC

JAC met Hon'ble Minister of Communications today  and discussed all the issues related to strike call. Alongwith MOC, the CMD BSNL and Secretary DOT were also present during the discussions. The JAC is to meet CMD BSNL separately this evening to discuss about GSM Equipment purchase and immediate expansion of GSM lines. Details will be available after some hours. Prepare for the Strike effectively

FNTO seeks clarifications before exercing options for promotions

     Sub:—NON-EXECUTIVE PROMOTION POLICY –REG
     Ref:—BSNL CO letter No.27-7/2008—TEII dtd 23.3.2010

        Kindly refer to the letter cited above. In order to give option under this scheme, the following doubts needs clarification. This union would be much obliged if the same is expedited as early as possible as the options are to be given within one month.

Doubts to be clarified

Para 2.3
1. An official was promoted to NE-10 scale (i.e. 7800) on 1.9.2000 and opted for pay fixation from the date of next increment which falls after 1.10.2000. It is presumed that for the purpose of promotion under this scheme he is considered to be on 7800 scale on 1.10.2000, irrespective of the date from which he is drawing pay in that scale. Please clarify.

2. It is stated that “All the concessions given by BSNL to Non-Executives in relation to OTBP/BCR/Grade IV/ACP etc after 1.10.2000 stands withdrawn with immediate effect.
This needs elucidation

3. If the promotions already availed under OTBP/BCR/Grade IV/ACP schemes after 1.10.2000 is treated as First Promotion under new scheme (on option), the financial benefits already availed for the period upto 31.3.2008 needs to be refunded, as the first promotion under the new scheme is “Notional” upto 31.3.2008.
This is to be clarified.

4. (a) If the post based promotion availed by an employee on or after 1.10.2000 but before 1.10.2004 is treated as first promotion under new scheme, whether the financial benefits availed upto 31.3.2008 needs to be refunded as the first promotion under this scheme is notional upto 31.3.2008
    (b) It is presumed that the post based promotion means vertical promotion from one cadre to another cadre through examination/ absorption etc. Kindly confirm
    (c) Whether the promotion to BCR grade IV is coming under post based or otherwise?

Para II (ii)
5. It is stated that except as provided in the instant guidelines, there will be no claim on account of any of the other provision of FR SR in the context of pay scales, pay fixation, substantive status etc. It may be clarified whether this includes the option under FRs for fixation of pay on promotion from the date of next increment or otherwise.

Respected Sir,

  1. We write to inform you that ours is Association Registered under Trade Union Act, 1926 and represents the cases of BSNL & DoT Pensioners. We have members from UP, NTR, UP, Rajasthan, Mumbai, Maharashtra, Kerala, Karnataka and Jammu who look forward to us for representing their legitimate grievances to appropriate authorities.

  1. We had addressed you a letter of even No. dated 15.03.2010 on the captioned subject (Annexure ‘A’) for Pension Revision of BSNL Pensioners.

  1. The Minutes of Meeting held on 01.04.2010 with you by the Union Representatives extracts reads as under :

A note for consideration of Telecom Commission is currently under preparation and is likely to be finalized within a month. Thereafter, views of the concerned Ministries shall be obtained, which is likely to take another 3 months. Based on the decision in the telecom Commission, if need be, a note for consideration of the Cabinet shall be prepared.


  1. The 2nd Wage Revision Committee of BSNL has finalized its recommendations for the employees who were on roll on 01.01.2007 and also recommended Pensionary benefits for the employees as under:
            6.1       Pension:           

6.1.1    The DoT/DTS/DTO employees absorbed in BSNL are eligible for pension from Central Govt. as per provisions under Rule 37-A of CCS (Pension) Rule 1972. The BSNL recruited/regularized employees are governed by provisions of Employees Provident Funds and Miscellaneous Provisions Act 1952.

6.1.2    The issues of revision of IDA Pension in respect of employees absorbed in BSNL and retired before 1.1.2007 and Pension anomaly in respect of BSNL absorbed employees retired prior to 31.7.2001 already stand referred to DOT and may be further pursued by BSNL.”

The above recommendation has been duly approved by the BSNL Management and is awaiting approval from you.

  1. When the DoT/BSNL had issued orders for merger of 50% IDA for its employee’s w.e.f. 01.01.2007, we were assured that our case being similar, it will be finalized soon.

  1. As Para 3 denotes, we are glad to note that DoT has taken uniform stand for pre/post 01.01.2007 BSNL Pensioners and perusing it for all the Pensioners as on 01.01.2007. We welcome the decision as it will avoid proposed division of BSNL Pensioners by the Management.

  1. A Rule 37A which enables Pension for erstwhile DoT employees absorbed in BSNL at point envisages/permits  discrimination/differentiation amongst the Optees as all were accorded same status as employee/pensioner on their absorption

  1. The BSNL Management has also accepted and implemented all relevant provision of 6th CPC so far increase in gratuity, Pension Counting on Last month Average etc.. are concerned.

  1. As the Pension Revision for IDA Pensioners is not covered under the terms of reference to the Wage Committee constituted by the Department of Public Enterprises, BSNL has specifically considered the issue of Pension Revision on IDA and sought for your approval.

  1. We submit notes on Role of DOP & DPE on the issue of Pension Revision on IDA for PSUs to know their roll. (Annexure ‘B-1’).

  1. We also submit a note on Pension Revision on IDA Scale in two CPSUs i.e. FCI and Port Trust of India, which will strengthen our case for Pension Revision on IDA by the DoT itself. (Annexure ‘B-2’).

  1. We also submit a separate note on FCI and it’s Pension Revisions earlier. (Annexure ‘B-3’).


  1. Now, we submit our proposal for  revision of  IDA Pension for EX-DOT Officials retiring as BSNL Pensioners after 01/10/2000 but prior to 01/01/2007 as under :

            All the benefits admissible to Pensioners drawing Pension under CCS Pension Rules         in accordance with Sixth Pay Commission have been extended by the Government /     Department of Telecommunications to BSNL Pensioners other than the revision of   Pension as per the proposed formula given by Sixth Pay Commission because the             Pension of BSNL Pensioners is calculated on last pay drawn by them in IDA Scale.

            The formula proposed by 2nd wage Committee and approved by the Government of          India and made applicable to BSNL Executives/ Non-Executives w.e.f 01/01/2007      should also be made applicable for revision of IDA Pension for BSNL Pensioners        retiring between 01/01/2000 and 31/12/2006. On 1/1/2007 all BSNL Executives &            Non-Executives were drawing 68.8% IDA out of which 50% IDA was merged in            Basic Pay as Dearness Pay.  The formula given by DPE for refixation of Pay in new           IDA scales with 30% weightage on existing pay plus dearness pay plus IDA @18.8%              is as under:-

            Revised Pay = [Pre-revised IDA Pay on 1/1/7 + (Dearness Pay = 50% of pre-       revised IDA Pay)] * 1.188 + 30% * 1.188 * [Pre-revised IDA Pay on 1/1/7 +    (Dearness Pay = 50% of pre-revised IDA Pay)]

The formula for revised pension on similar pattern for BSNL Employees retiring before 01/01/2007 should also follow the DPE pattern of revision of pay and it should be as under:-

Revised Pension on 01/01/2007 should be = [Pre-revised IDA Pension on 1/1/7 + (Dearness Pension = 50% of pre-revised IDA Pension)] * 1.188 + 30% * 1.188 [Pre-revised IDA Pension on 1/1/7 + (Dearness Pension = 50% of pre-revised IDA Pension)]

Thus the DPE Formula as provided for revision/ re-fixation of IDA Pay in the new IDA scales as on 01/01/2007 should be made applicable for revision of Pension for the BSNL Pensioners as stated above.

Annexure ‘B’

Introduction/ Role of DOP & DPE in IDA Pension Revision

Revision/ Consolidation of Pension for Central Government Pensioners drawing Pension under CCS Pension Rules is simultaneously carried out and approved by the Central Government along with Revision of Pay Scales for Central Government Employees as recommended by the respective Central Pay Commissions because both these items i.e. Pay Scale revision and Pension Revision are covered under the terms of reference of the  Central Pay Commissions duly constituted by the Government of India from time to time. The Pension is being revised/ consolidated automatically along with the revision of pay scales for existing Employees as per the recommendations of respective Central Pay Commissions duly accepted by the Government. Fixation formula/ weightage for revision of CDA Pension is identical to that applicable for Revision of Pay for in service Employees, as per the Pay Commission Guidelines.

But in case for Pensioners of the CPSUs, drawing Pension in IDA scale under CCS Pension Rules, based on combined service in Central Government and CPSU, such is not the case because only very few CPSUs have provision for payment of Pension under CCS Pension Rules based on combined service in the Government and CPSU. Moreover the case of Pension Revision for IDA Pensioners is not covered under the terms of reference to the Wage Committee constituted by the Department of Public Enterprises.

It is also pointed out that both Department of Pension and Department of Public Enterprises i.e. DOP and DPE have officially absolved themselves of any responsibility towards 50% IDA Merger and IDA Pension Revision/ Consolidation on the plea that DPE deals only with serving CPSU Employees and has nothing to do with Pensioners and similarly DOP states that they deal only with CDA Pension/ Pensioners and have nothing to do with IDA Pension. This stand of DPE and DOP has been communicated verbally several times by the respective officials of DPE and DOP and the same has also been reiterated in response to RTI Queries raised by some retired BSNL Executive with respect to IDA Merger/ IDA Pension Revision.  It once again became amply clear on record when the issue of 50% IDA Merger w.e.f. 01/01/2007 for BSNL Pensioners was referred by DOT to DOP and DPE for approval. DOP categorically replied on two occasions that they have nothing to say in this matter because they do not deal with IDA/ IDA Scales/ IDA Pension. Similarly DPE replied that 50% IDA Merger for CPSU Employees w.e.f. 1/1/2007 was accorded after approval by Union Cabinet and they had nothing more to say or do in the matter. After getting two indifferent and Non-Committal Replies by DOP and DPE, the case for 50% IDA Merger for BSNL Pensioners was shelved by DOT on the plea that the same shall get resolved along with revision of Pension of the BSNL Pensioners at a future date.

Q:        Promotion policy orders have been issued. Wage revision to be given effect to after DoT approval, may be shortly. Will there be any effect in FNTO referring EDP scheme now?
 
A:         FNTO is making consistent attempts to solve important and long pending staff issues periodically. This is a last ditch attempt to get EDP scale for Sr. TOA before implementation of wage revision. The GOM approved proposal on EDP has not implemented by BSNL so far though endorsed by DoT at the time of corporatization.
 
Similarly FNTO is reminding and referring the following issues to authorities and as well as to Representative Union.
 
A.        Revision of OTBP BCR Scale of TTA.
B.         Revision of Phone Mechanic, cable splicer, drivers scale etc.
C.        Up gradation of qualified (departmental) officials (TTA to JTO, RM to TM).
D.        RELAXATION for JAO qualified officials. (in the exam).
 
If representative Union takes a little more interest and authorities also consider the above issues can be settled.

Sub:-- REQUEST FOR RETROSPECTIVE AMENDMENT TO R/Rs OF TTAs FOR SUPPLEMENTARY EXAMINATION HELD IN 28.10.2007  REGARDING


       You are aware that the supplementary Examinations held on 28.10.2007 for the unfilled vacancies of 2004 in the cadre of TTA was declared as illegal by the Madras High Court on the ground that there is no provision in the recruitment rule for such examination. The SLP filed in the Hon'ble Supreme court also failed. In these circumstances the fate of 97 TMs who have come out succeddful in that examination in T.N. Circle is sealed and their future is bleak. This union feels the future of these TMs can be saved if an amendment to the recruitment rules is made with retrospective effect for which the BSNL Board is competent to do the same. This will also ensure the promotion given to similar officials in other circles, through that supplementary examination. This union hopes that the Director (HRD) will consider this request sympathetically and favorably at an early date.

          Sub:--- REQUEST FOR REVISION OF PENSION OF PRE - 2006 BSNL ABSORBED DOT PENSIONERS -- REG.

          In continuation of our discussion on 6-4-2010 regarding revision of pension of  Pre-2006 pensioners of BSNL, this union would like to suggest that 40% fitment offered to the Central Government pensioners by the VI CPC in para 5.1.47 of its report may be given for the BSNL absorbed DOT pensioners also.

       The serving employees of Central Government are given 40% fitment benefit for the maximum as grade pay of their pre-revised scale whereas the pensioners were given 40% fitment only on their basic pension. Similarly this union would like to request the BSNL absorbed DOT pensioners may also be given the same benefit as that of Central Government Pensioners.

      For those officials retired from 1.1.2006 to 31.12.2006, their emoluments for pension may be defined as basic pay plus 58.1% of pay (i.e. IDA as on 1.1.2006) and pension calculated accordingly. For them the additional pension contribution from BSNL may be obtained for the 58.1% of IDA also.

     We hope that our request will be given due consideration for early revision of pension of pre-2006 and post-2006 pensioners as early as possible.

 Sub:-- INTRODUCTION AND IMPLEMENTATION OF THE DECISION OF GROUP OF MINISTERS FOR EDP SCALE TO SR.TOAS OF DOT--- REG

You are aware that at the time of corporatisation, some of the pending cases were transferred by the DOT to BSNL with instruction to settle it within 15 days. Instruction of EDP scales to Sr. TOAs of DOT is one such case. This case was discussed in the meeting of Group Of Ministers and they were kind enough to implement the EDP scheme in DOT for Sr. TOAs.

In a meeting of the promotion committee in BSNL also, the management was prepared to implement the decision of the GOM by giving the pay scale of 4500 -- 7000 (CDA) without any precondition as against the new demand of the staff side in BSNL for the scale of  Rs. 5000 -- 8000 (CDA). The anomaly was placed by the FNTO union after V CPC and it hs been set right by the GOM. This union therefore request the DOT to kindly cause issue of appropriate guidelines to BSNL as deemed fit to implement the decision of the GOM pending disposal of the demand for 5000 -- 8000 CDA scales.

We hope that the needful will be done in this regard as early as possible.

4)  JAO Part II  தேர்வில் தகுதிக்கான மதிப்பெண்களைக் குறைத்தல் பற்றி

Sub:-- REQUEST FOR LOWERING OF QUALIFYING MARKS FOR THE JAO PART II EXAMINATION HELD RECENTLY -- REG.

Various circles have declared the results of JAO Part II exam held during January, 2010 and in many Circles, the declared vacancies are not filled in full and some vacancies are still lying vacant for want of qualified candidates. Some Circles have filled up SC/ST short fall vacancies through review process and yet some more vacancies are to be filled up. As this is the last examination with old syllabus and there is no more exam for departmental candidates under this syllabus, this union would request the Director (Finance) to be kind enough to lower the qualifying marks to fill up the unfilled vacancies in OC/SC/ST categories.

In this connection we consider that it is not out of place to mention that for the vacancies of JTO 1999-2000 the qualifying marks were lowered to 30 for OC, 20 for SC and 15 for ST candidates. Similar gesture may kindly be extended to the above JAO Part II candidates also as one time measure so that some more vacancies could be filled up before switching over to new syllabus. This union hopes that this request will be considered sympatetically and favourably at an early date.

Meeting with Secretary, DOT, not satisfactory Strike holds good


01.04.2010: Meeting with Shri P.J. Thomas, 
Secretary, DoT, NewDelhi
JAC met Shri P.J. Thomas, Secretary, DoT and Chairman Telecom Commission at 3.00 P.M. on 1st April, 10 as scheduled and discussed our strike demands. Shri K. Vallinayagam, General Secretary represented FNTO.
  1. Disinvestment: Regarding 10% IPO, Govt. may go ahead with its decision as and when it decides but not immediately.
  2. VRS : It will be purely voluntary, may be with some package and will not be compulsory.
  3. Pension Revision: It is in due process and the Secretary wants some more time for completing the formalities.
  4. ITS Absorption:  DoT is buying time. Reply is not satisfactory.
  5. GSM Tender and development: Reply of DoT and Management far from satisfactory and staff side recorded its displeasure.
  6. Other recommendation of Pitroda Committee including unbundling: After decision by Telecom Commission, Unions will be consulted.
Secretary DoT gave patient hearing to each and every one of the staff side members and replied briefly to each demand. S/Shri S.C. Mishra, Member Services, DoT, Kuldeep Goyal CMD, Gopal Das Director HRD, Sakilahmed GM SR were also present in the meeting.  GS FNTO insisted clearance of wage revision, pension revision and settlement of anomaly at the earliest.
Strike holds good.
JAC Met after meeting with the Secretary, DoT and decided to stick to the programme schedule.

A Clarification from GS


Joint Action Committee (JAC) & Joint Forum – A claification.
Some Circle Secretaries of FNTO/State Convener of BWA have asked for clarification regarding Joint Action Committee (JAC) and Joint Forum.
JAC has been formed with all BSNL Unions and Associations including FNTO, NFTE and BWA with sole purpose of jointly opposing certain adverse recommendations of Pitroda Committee Report, such as disinvestment, VRS, Curtailing of GSM Tenders etc and also to expedite Revision of Pension on IDA.
JAC has proposed Dharna on 26th March and indefinite strike from 20th April, 2010 to be observed jointly by all Non-Executive and Executive Unions.
Our members need not confuse JAC with Joint Forum in which BWA is not part of.

Sri. Gurudas Kamath MOSC & IT Invites Unions For A Dialogue
Govt. has responded positively to our strike call. Sri. Gurudas Kamat, Hon.  Ministerof State for Communication & IT has invited JAC through its convener for talks to be held on 26th March at 11 AM.
Though this is a positive indication, JAC is not over optimistic as the issues connected to BSNL and its work force are basic in nature and contentious. Whereas the Dharna program on 26th March (Tomorrow) holds good, general secretaries of BSNL unions and association will meet MOSC & IT as per schedule and hold discussion to convey our opinion on demands already notified and to hear the views of the government.

BWA writes to DDG (HR)

Implementation of transfer Policy.

FNTO & BWA have written to Dir HRD insisting the following:

1. Advance intimation to staff on transfer with reasons
2. Circulation of Seniority list in advance
3. Calling for option/counseling may be made mandatory.
4. Exemption to female employees, retiring officials (within 2 years), medical cases etc. without exception.
5. Influence by any union in ordering or cancelling should be prevented.
6. Transparency in the procedures
7. Circle Administration should keep a watch as to whether guidelines are followed.

BSNL Board Meeting

Next Board meeting is likely to be held on 10th March, in which wage agreement is expected to get through.

3. ஊழியர் விருப்பங்கள் தெரிவிப்பது கட்டாயமாக நடைபெறவேண்டும்.
4. பெண் ஊழியர்கள், மற்றும் இரண்டு வருடங்களுக்குள் ஓய்வு பெறுபவர்களுக்கு விலக்கு அளிக்கப் படவேண்டும்.
5. எந்த ஒரு சங்கத்தின் நிர்ப்பந்தத்தின் மீதும் மாறுதல்களோ, அல்லது மாற்றல் உத்தரவுகளை ரத்து செய்வதோ கூடாது.
6. மாற்றல் நடவடிக்கைகள் நேர்மையாக, வெளிப்படையாக இருக்க வேண்டும்.
7. மாநில நிர்வாகம், மாற்றல்களுக்கான வழிகாட்டுதல்கள்  மாவட்ட நிர்வாகங்களால் முறையாக கடைப்பிடிக்கப் படுகிறதா என்று கண்காணிக்க வேண்டும்.

IDAயும் குறையப் போகுதாமே!

IDA விலும் இழப்பு

68.2% IDA merger என அதிகாரிகள் சங்கங்கள் கண்ட உடன்பாட்டின் அடிப்படையில் அங்கீகாரச் சங்கமும் அதன் கூட்டணிகளும் ஊழியர்களுக்கும் அதே அடிப்படையிலேயே உடன்பாடு கண்டிருப்பது 1-1-2007 முதல் மூன்று ஆண்டுகளுக்கு புதிய சம்பளத்தில் நியாயமாகக் கிடைக்க வேண்டிய IDA வில் பெரும் இழப்பை ஏற்படுத்தியுள்ளது. சொல்வது கார்ப்பரேட் அலுவலகத்தில் ADG ஆகப் பணிபுரிந்து ஓய்வு பெற்றுள்ள திரு ராகேஷ் சர்மா.

ராகேஷ் சர்மாவின் கடிதம் இது.

DPE அதன் வழிகாட்டுதல் அறிக்கைகளில், 1-1-2007 ல் புதிய சம்பளம் நிர்ணயிக்கப் படும்போது சம்பளத்துடன் 78.2% IDA சேர்க்கப் படவேண்டும் என்ற அடிப்படையிலேயே கணக்கிட்டு வழிகாட்டியுள்ளது. அந்த அறிக்கையின் 2வது பாரா இதை வலியுறுத்துகிறது.

Para 2 of recent circular of DPE for payment of 30.9% IDA vide F.No.2(70)/2008-DPE(WC)-GL-I/ 2010 dated 15th January 2010 states as below:-

“2 The above rates of DA would be applicable in the case of IDA Employees who have been allowed revised pay scales (2007) as per DPE O.M. dated 26/11/2008. 09/02/2009 & 02/04/2009.”

இது சொல்வது என்ன? DPE வழிகாட்டல்களின்படி 1-1-2007 சம்பள நிர்ணயத்தில் 78.2% IDA இணைக்கப் பெற்றவர்களுக்கு மட்டுமே புதிய சம்பளத்தில் 30.9%IDA வழங்கப்படவேண்டும் என்றும் 68.8%IDA சேர்க்கப் பட்டவர்களுக்கு இது பொருந்தாது எனவும் கூறுகிறது.

68.8%IDA என சேர்க்கப் பட்டதால், அதன் அடிப்படையில் ப்ரபோர்ஷனேட் பார்முலா கணக்கிடப்பட்டால், BSNL ஊழியர்களுக்கு 1-1-2007 முதல் வாங்கிய IDA எல்லாவற்றையும் மாற்றி அமைக்க வேண்டிய அவசியம் ஏற்படும். அப்படி மாற்றும்போது புதிய சம்பளத்தில் 32%IDA மட்டுமே கிடைக்கும்.

இது குறித்து அதிகாரிகளுடன் விவாதித்தபோது தங்களுடைய வழிகாட்டுதல்கள்படி 78.2% இணைத்து சம்பள மாற்றங்கள் பெற்றிருந்திருக்க வேண்டும் என்று கருத்துத் தெரிவித்தனர்.

ஒருவேளை 68.8%தான் என இருந்துவிட்டால், பார்முலாவை மாற்றி உத்தரவுகள் பிறப்பிக்க வேண்டும். இல்லையென்றால், பணியில் இருக்கும் ஊழியர்களும், குறைவான ஓய்வு பெற்றோரும் பெரும் இழப்பை சந்திக்க நேரிடும்.

அதிகாரிகள் சங்கங்கள் உடன்பாடு எட்டியபோது இந்த உத்தரவுகள் வெளியாகவில்லை. ஆனால் ஊழியர்களுக்கு உடன்பாடு ஏற்படும் முன்னமே இந்த வழிகாட்டல் உத்தரவுகள் வெளியானது. இதை நமது தேசிய சங்கம் எடுத்துச் சொல்லி 78.2% இணைப்புக்கு வழிகாண வேண்டுகோள் விடுத்ததை அங்கீகாரச் சங்கங்கள் சரியாகப் புரிந்து அதன்படி பேச்சுவார்த்தைகளை மேற்கொள்ளாததால் இன்று இந்த நிலை.

ஆக குறைவான சம்பளம், குறைவான IDA, குறைவான பதவி உயர்வுகள்! பலே பேஷ்! சா(வே)தனைகளுக்கு மன்னர்கள்தான்.

Fatal Attraction?


       Q: How and Why Executive Associations are attracted towards Sam Pitroda?

     A: It is a fatal attraction. It is learnt that Pitroda has suggested scrapping of GSM mega tender for the implementation of which executive association and we have been pressing for. It is also understood that Pitroda Committee has recommended reduction in retirement age whereas the global trend is to extend it. People like Pitroda who believe in, “Business is not the business of the Govt.” cannot help a PSU to sustain or grow. We have to find a remedy within, not outside. After consulting the other unions on the contends of Sam Pitroda Committee Report FNTO would strive for scrapping it.

एक: यह एक घातक आकर्षण है. यह पता चला है कि जो पित्रोदा के कार्यान्वयन के लिए बड़ी जीएसएम निविदा के समाप्त सुझाव दिया है कार्यकारी संघ और हम के लिए दबाव डाल रहा है. यह भी समझ गया कि पित्रोदा समिति वैश्विक रुझान जबकि सेवानिवृत्ति की उम्र में कमी की सिफारिश की है इसे विस्तार है. पित्रोदा जैसे लोग, जो व्यापार में विश्वास, "सरकार का व्यापार नहीं है." मदद नहीं कर सकता एक सार्वजनिक उपक्रम या बनाए रखने के लिए होते हैं. हम भीतर एक उपाय खोजने के बाहर नहीं है. बाद सैम पित्रोदा समिति की रिपोर्ट FNTO का कहना है इसे समाप्त करने के प्रयास करेंगे पर अन्य संघों से परामर्श

LDCE for TM 2008: Relaxation of qualification to permit candidates below 10th STD.
FNTO had taken up the issue with chairman and wrote a letter in January to relax the qualification below 10th std. The officiating G.S Shri Alok Nandi discussed this issue for an early redressal.

Q. Revision of code of discipline and extension of trade union facilities. One of the united forum partners has criticized the above demand?
A. It is but natural for that union because (without revision in code of discipline or extension of facilities) they get full protection, patronage, recognition and facilities both from management and recognized union as well.
