The web site of both NFTE and BSNLEA are now speaking much about one cadre TTA,
camouflaging their past how they had harassed and insulted this cadre. As a technician/ TTA, I had under gone all these suffering while fighting both of them for bringing the dignity and sanctity of this cadre by getting Diploma Engineer’s pay scales for this cadre. I am very happy today that the destiny has changed and both these arch enemies of TTA are compelled to bow before them. Yes TTAs, you should make them prostrate before you even then their sin can not be washed.
NFTE had allergy of hearing the word TTA.
In the year 1974 the DOT has agreed to give UDC scale to Technicians (TTA) and forwarded to Finance Ministry for approval. The NFTE (then BSNLEU was part of NFTE) not only threatened the DOT and using their influence on National JCM, convinced the finance Ministry to return the proposal, on the plea that their will be repercussion on other cadres like Telephone operators etc. In every department Council they vetoed the FNTO proposals for the up-liftment of TTAs. In fact the FNTO’s Gr.C union was formed by merger of All India Telecom. Mechanics (Technicians) Association, the group of technicians came out of NFTE.
Though the basic recruitment qualification of Technicians were revised to diploma in Engineering in 1983, the NFTE & BSNLEU both has tried their best to confuse the subsequent 4th & 5th Central pay commissions so that TTAs should be treated at par with other cadres, but not as Diploma Engineers. This is evident in their memorandum submitted to the pay commissions which can be verified by any body. FNTO was the only union specifically demanded Diploma Engineers scale for TTAs, while asking for EDP scheme (Electronic Data Processors.) for Sr. TOA

In 1986, with the active support of the present Central Labour Minister Harish Rawat jee and Mr. Vasnth Sathe then Communication minister we were able to convince Hon. Late Shri Rajeev Gandhi, the Prime minister of India, the injustice done to the cadres of Telecom department by the 4th pay commission and Hon. Rajeev Gandhi agreed to revised the pay scales of Telephone Operators/ TOA) now Sr. TOA) into Rs. 1200

(Then both these cadres had only Rs. 975 scale) The NFTE could not digest of giving one rupee more to Technicians/TTAs. Both the groups in NFTE / BSNLEU went on wild cat strike through out India against this decision and compelled the DOT not to implement the decision. Can any body deny it??
BSNLEU born on anti TTA feeling.
The BSNLEU in its 1st Conference after formation at Vijaywada (AP) passed a Resolution asking the DOT/ Government of India, not to revise the pay scales of TTAs and this resolution was published in their Journal also. Now they have no shame of claiming as saviors of TTAs. Actually during the last four years they used their recognition for only one purpose i.e. to finish the TTA cadre. They instigated both the Junior and Senior TTAs to file court against each other and stopped the regularization of Officiating TTAs and prevented the juniors even from appearing for Competitive examination.
Reducing the service Qualification to 7 years.
All the while the BSNLEU leaders were blaming FNTO responsible for fixing the service qualification at 7 years for the competitive examination. They spoke taking my name in meetings. But surprisingly BSNLEU in their WEB site now claimed it as their achievement. Alas! Now my fault is their achievement? Even the 7 year reduction agreed in 2007 was implemented; even the TTAs who had 3 years of service in 2007 would have now eligible for appearing the examination. But they are chaste communist they know once you are promoted to JTO, you can not vote or subscribe for them, then why should they make you JTO? It can be done only by FNTO. we lost 12000 members like PI/RSA/TTA who had promoted through screening test. But we didn’t mind.
In 2007, I personally talk to the then General Secretary SANTTA, and ask him to share the 4200 direct recruitment post pending, rather than going to Court. 1500 post was sufficient to accommodate the officiating TTAs and the remaining 2500 post should have gone to new TTAs for competitive examination. But he was more influenced by BSNLEU leaders and proceeds to court case with advice and support of them. The ex GS SNATTA is a JTO today, he lost nothing but you……… dear TTA.
Taking advantage of the Court Cases the BSNL management cunningly filled up all the 4200 post by direct recruitment. The BSNLEU did not utter a single word to stop this recruitment. Is it trade unionism?
The National Union and FNTO brought
1. Qualification of TTAs revised in 1983 into Diploma Engineering.
2. Two advance increments were given in 1990 to Diploma holder TTAs
3. Pay scales revised to Diploma engineer’s scale at par with other department of Central government.
4. Ban on recruitment was got exempted for TTAs ( since 1980 there is ban on Direct recruitment of all other Gr.D & Gr. C cadres.
5. JTO Screening test for TTAs
6. 50% of JTO posts reserved for TTAs and Diploma / Degree holders
7. Reduced 10 service qualifications to 7 years for appearing exam.
