BSNLWA writes to Hon'ble Minister

Subject: Request for grant of meeting for settlement of problems.

Sir,             
          We are submitting below some issues which are not being redressed at BSNL Hqr. Level. These problems are pending for a long time causing hardships to workers.

1.    Revision of pay scale of Sr.TOAS.
It is stated that in the year 2001 the BSNL Board approved the
revision of pay scale of Sr.TOAs from CDA Rs.4000-6000 (IDA 5700-8100) to CDA Rs.4500-7000 (IDA 6550-9325). The Corporate office under letter No.250-69/2001-Pers.III dated 11/10/2001 has circulated the said decision to all concerned. Almost nine years have passed but the decision of BSNL Board has not been implemented. The unions have repeatedly brought this into the notice of management but the problem could not be resolved. The employees working in Sr.TOA cadre are undergoing pecuniary loss due to non—implementation of Board’s decision. This loss is further increased due to new non—executive promotion policy.
                            The BSNL Board is the apex body of the company and its decision should not be put in cold storage.
                            Therefore, kindly use your good offices for revision of pay scales of Sr.TOAs as per Board’s decision.

2.    Relaxation / concessions to employees in departmental examinations :
The Corporate office vide letter no.250-2/2009-Pers III dated
01/06/2009 has extended 10% relaxation (Grace Marks) to the outside candidates in the recruitment to the cadre of TTA in each question paper.
                            The Unions have made representations to the management for extension of same treatment to the departmental candidates which is not being considered in real perspective although departmental quota vacancies are available. The discriminatory treatment is creating frustration amongst the workers who have contributed a lot in providing Telecom Services to the public. There are some Circles where questions were out of syllabus but compensation has not been extended. It is strange that the candidates coming from open market get concession in recruitment and the departmental candidates are being denied.
                            Very recently JAO—II (final) examination results have been declared but departmental vacancies remain unfilled to a very large extent.The candidates could not pass the examination as in some circles question were wrong and confusing. The candidates have failed by marginal marks. The unions have made representation to the management but till date no action has been taken.
                            We, therefore, solicit you, sir, to kindly direct the management :
1.    To grant grace marks to candidates as per DOT letter No.45-1/93-DE (Pt) dated 20/06/1994.
2.    Wrong questions in question papers should be appropriately compensated.
3.    Relaxation / concession be extended to S/C S/T candidates.

New Rules for Recognition of unions :
                            The present Code of Discipline for verification and recognition of unions is aged old and outdated. The unions and workers are not properly and adequately represented in the Negotiating Machineries at different levels.
                            The Dy.Chief Labour Commissioner in the meeting on 06/10/2008 felt that the BSNL should frame its own rules for recognition of unions so that workers are adequately represented in the Negoiiating Machineries Intervention is solicited so that new rules of recognition are evolved by management before 5th verification.It is further mentioned that in the meeting held on 06/10/2008 there was consensus that all the registered Trade unions be extended minimum Trade union facilities to function and to ensure the level playing ground for the election. Till date the Corporate Hqr.has not taken any action due to which unions are handicapped and not able to function.
                           
                            We request you to please accord meeting to discuss and settle the above issues.
