"PoruL" Ponnaiah retired today

Our Assistant Circle Secretary, Sri C. Ponnaiah, retired today. More popularly known as "PoruL" Ponnaiah throughout Tamilnadu Circle, he is a very dynamic person. He was  serving as STS at Paramakkudi Telephone exchange on the date of his retirement. The title "poruL" (means treasure in Tamil)  was prefixed to his name when he was elected as treasurer of Virudhunagar Division in 1970s. Wherever he is, the whole place will be vibrant with enthusiastic activities of union. He remained a totally dedicated soldier of FNTO exhibiting undaunted courage even when he was subjected to very great hardships due to union rivalries. Though retired from service , he will remain an active supporter of FNTO and he will voice for the workers as state secretary of DMDK party's labour wing. 
We wish him a peaceful life and many successes in his life.

Ramanathapuram -- protest in a novel way


At Ramanathapuram BSNL office and Bharathinagar RSU, the house keeping contract labourers did not turn up for duty for the past 10 days as the contractor failed to pay the wages in time. It was usual for the contractor to unduely delay payment every month to these poor paid workers eventhough the Karaikkudi administration pay the bills to the contractor in the first week of every month. Still worse, last month's payment was not made . Hence in protest, they did not attend office resulting in garbages piling up everywhere inside and outside the office premises, toilets stinching and no  drinking water was provided. The administration remained as a silent spectator. Neither the local nor the Karaikkudi SSA administration made any alternate arrangements for cleaning etc., even after repeated requests from staff side. 
       In these circumstances, the staff at Ramanathapuram decided to agitate in a novel way. They all assembled and cleaned the premises neglecting the routine duties. On hearing the news, local press and TV reporters visited and made coverage of the agitation. 
            As usual the local officers did not care and not even came down to the spot. 
  Result: In the evening the contractor turned up, made payment and assured union representatives for prompt payment of wages from next month onwards
.
      The Jaya TV Plus channel telecasted a story on it and local dailies "Dinamalar" and "Dhina Thanthi" also published news with photos. Our sincere thanks to them.

Pensioners's agony -- TN Circle Secretary writes to CGM/TN

           Sub:- Request for expeditious settlement of revised wages and         
                                  pensionary benefits thereof -- reg.
          
            I hasten to bring to your kind notice that even after the drawal of arrears on account of 2nd wage revision to the serving employees of BSNL, the pay fixation for the employees retired from 1.1.2007 to 30.4.2010 has not been done and arrears drawn so far. In some SSAs, the pay fixation has been done partially and yet to be completed.
Generally it is told that in the absence of instructions/directions from Pune for HRMS package, the claims of the retired employees could not be done. It is most unfortunate to deny the claims of the Senior Citizens citing the above reasons. The following are the items of work relating to the BSNL employees retired from 1.1.2007 to 30.4.2010 to be attended to immediately without further delay.

(1) Fixation of revised pay from 1/1/2007 in the revised pay scales
(2) Drawal of arrears on the above revision.
(3) Revision of Pensionary benefits based on the revised pay fixation from 1.1.2007

       In this connection it may be mentioned that the proposals for Revision of pension consequent on the merger of 50% IDA with pay from 1.1.2007 already sent to DOT cell by various SSAs have not been processed due to the impending wage revision except in some cases. Thus the claims of the retired employees are not given due consideration for an early settlement.

     This union therefore request the CGM to kindly look into the matter urgently to cause issue of appropriate instructions or guidelines to all Heads of SSAs for settlement of the dues of the post-2007 retired employees without any further delay.

NEW DELHI: The government's early allotment of 3G and BWA spectrum to public sector firms BSNL and MTNL, rather than being an advantage , is fast turning into an encumbrance. 

Just days after paying up for its pan-India 3G spectrum holding valued at the recently concluded 3G auction price, BSNL has asked the Department of Telecom (DoT) for a full refund . MTNL is likely to follow. The 3G auctions closed on May 19 and ToI had reported on May 20 that BSNL and MTNL may not be able to pay up. 

It is learnt that BSNL intends to make a similar request for payment to be made on account of Broadband Wireless Access (BWA) spectrum as well. 

In a letter dated May 31, Kuldeep Goyal, BSNL's managing director wrote to P J Thomas, secretary DoT, to refund the entire Rs 10,186.58 crore which it paid to the government for pan-India 3G spectrum excluding Delhi and Mumbai. The last date for payment of 3G spectrum dues was May 31. 

A similar draft has been prepared asking for exemption for payment of dues worth roughly another Rs 8,313.80 crore for pan-India BWA spectrum excluding Delhi and Mumbai. 

The last date for payment of BWA spectrum dues is June 22. If BSNL and MTNL do not pay for 3G spectrum, government's revenues will be diminished from Rs 67,718.9 crore to Rs 50,968.3 crore. Likewise, for BWA, revenues will diminish from Rs 38,543.31 crore to Rs 26,695.54 crore. 

Goyal's argument in seeking the refund is that unlike private operators, who made informed commercial bids based on their respective business plans, BSNL was allotted 3G spectrum in all its service areas without being given any choice in the matter. 

He points out that all the other operators are paying much less in absolute terms than BSNL for 3G spectrum. Excluding Delhi and Mumbai, Bharti is paying Rs 5,731 crore, Vodafone Rs 5,054 crore, Aircel Rs 6,499 crore, Reliance 2,021 crore, Tata Rs 5,864 crore and Idea Rs 5,769 crore, the letter points out. 

While Goyal's reasoning cannot be flawed, there is a small snag. The letter makes no mention of return of spectrum. 

According to experts, BSNL's case would be strengthened if it showed the inclination to return spectrum in circles where it does not wish to pursue 3G, which could then be offered to private operators. This will ensure that the government minimizes its revenue loss and also allows BSNL its choice of circles consistent with the bidding pattern of private operators. 

"BSNL's demand suggests that it wants to have its cake and eat it too" , says an expert. BSNL has been operating 3G services for over 18 months without making much headway in terms of 3G subscriber additions or revenue.

அனேகமாக எல்லா மாவட்டங்களிலும் ஊதிய நிலுவைத் தொகைகள் ஊழியர்களுக்கு வழங்கப்பட்ட நிலையில் நாகர்கோவிலில் மட்டும் தாமதமாகிறது. இந்தப் பணியில் ஈடுபட்டு முடிக்கும் தறுவாயிலிருந்த திறமையான ஊழியரை அவரது துணைக் கோட்ட அதிகாரி வேறு பணியில் ஈடுபடுத்தியதே இந்த தாமதத்திற்கு காரணம் என்று தெரிகிறது. முன்பு அதிகாரிகளுக்கு நிலுவைத் தொகை வழங்கப்பட்டபோது இதே அதிகாரிதான் இதே ஊழியரை வேறு முக்கிய பணிகளை எல்லாம் ஒத்திவைத்து விட்டு நிலுவைத் தொகை பட்டுவாடாவுக்கு முன்னுரிமை அளிக்கச் செய்தவர். ஊழியர்களுக்கு வழங்க மட்டும் இந்த பாரபட்சமான செயல்பாடு! அதிகாரியின் போக்கை வன்மையாக க் கண்டிக்கிறோம்

KADAL ALAI! Our hearty congratulations!


 "Kadal Alai" the website from Cuddalore (http://fntocuddalore.blogspot.com) has crossed the magical figure of 10,000 hits today ,latest being 10090. The dedicated and sincere presentation of Telecom news by the blog author Com Sri Jayaraman, (D/S, FNTO, Cuddalore District and Circle Treasurer, Tamilnadu FNTO) has brought in a lot of visitors daily to the site and  reaching this figure within a short span is creditable. Hats off to Sri Jayaraman. On behalf of Karaikkudi SSA FNTO union, we wish him more and more achievements and to reach ONE LAKH hits within this year itself. Keep it up dear comrade.
 

அர்த்தமெல்லாம் வேறுதான்! அகராதியும் வேறுதான்!

What is JAC? If you answer it is Joint Action Committee, then you are wrong. The dictionary of Sri Namboodiri will define it as  Joint Approval Committee. How else one can describe his latest decision of staging a dharna demanding immediate merger of 78.2% IDA? It seems a JAC meeting was convened by Sri VAN . Neither FNTO nor NFTE was invited or even informed of this. It is also learnt many other unions in the JAC were also not invited. Later on, after taking a decision of agitating on 14/6, the decision was conveyed to GS/FNTO over phone and FNTO was requested to participate in the agitation. FNTO categorically refused to join the agitational program raising few queries.

    1. When a settlement was reached on New Pay on 20/4/2010, the unions represented to the Hon'ble Minister for Communications, Sri A.Raja, about merger of 78.2% IDA with pay. The Minister on the spot itself directed the DOT Secretary and Chairman BSNL to sort out the issue and find a solution within 15 days. He informed the union representatives also to approach him if it is not done within 15 days. Why the JAC did not meet him or bring it to his knowledge?
   2. Atleast the matter could have been discussed with either DOT or BSNL management. Why JAC did not pursue the case?
   3. Will it be fair to resort to agitations when no follow up action was not done by the JAC?
   4. Why all the members of JAC were not invited for the meeting to decide the course of action on merger of 78.2% IDA.

Further our GS has requested the convenor JAC, Sri VAN, to defer the program, reconvene JAC to discuss the matter afresh and decide.

FNTO is not averse to agitations for settlement of workers demands. But at the same time FNTO is also determined not to force agitations for the sake of agitations alone. We never believe in gimmicks.

EPF சட்டத்தின் பிரிவு 32-ன் படி EPF சந்தா நிலுவையை ஊழியர்களின் சம்பளத்திலிருந்தோ அல்லது நிலுவைத் தொகையிலிருந்தோ பிடிக்கக்கூடாது. ஒருவேளை பின்தேதியிலிருந்து சந்தா கட்ட வேண்டியிருந்தாலும் கூட, நிர்வாகம்தான் ஊழியர்களது பங்கையும் நிர்வாகத்தின் பங்கையும் சேர்த்து மொத்தமாகக் கட்டவேண்டும்.

எனவேதான், ஏற்கனவே 6500 என்றிருந்த Ceiling-ஐ உயர்த்திய போது ஊழியர்களிடமிருந்து பிடித்தம் செய்யப் பட்ட சந்தா நிலுவைத்தொகையை PF Commissioner  அலுவலகம் ஏற்கமுடியாதென்று திருப்பிவிட்டது. ஆண்டுகள் பலவானபின்னும் அந்தத் தொகையே ஊழியர்களுக்கு இன்னும் திருப்பித் தரப்படாதபோது, மீண்டும் மீண்டும் தேவையில்லாமல் EPF சந்தா நிலுவைத் தொகையை பிடித்தம் செய்வது சரியல்ல.

நிர்வாகத்தின் இத்தகைய அர்த்தமற்ற, வேண்டாத வேலையால் சம்பள மாற்றத்திற்காக பல ஆண்டுகளாகக் காத்திருந்து - நிலுவைத்தொகையைக் குறைவாகப் பெற்ற - ஊழியர்கள் கொதிப்படைந்திருக்கிறார்கள். இது சம்பந்தமாக நமது மாநிலச் செயலர் மாநில நிர்வாகத்திடம் ஏற்கனவே விவாதித்திருக்கிறார்.

ஆகவே, தேவையில்லாமல் ஊழியர்களிடமிருந்து பிடித்தம் செய்யப்பட்ட EPF சந்தா நிலுவைத்தொகையை மொத்தமாக உடனடியாகத் திருப்பி வழங்க வேண்டும். இல்லையேல், அனைத்து ஊழியர்களையும் திரட்டி விரைவில் ஒரு போராட்டத்தை நடத்த வேண்டியிருக்கும் என எச்சரிக்கை செய்கிறோம்.

காரைக்குடியில் Development மீட்டிங் எனும் சடங்கு



கடமையைச் செய், பலனை எதிர்பாராதே கீதா பதேசம்.
கடமையைச் செய், உரிமையைக் கேள் - FNTO -வின் பாடம்.

            கடமையும் உரிமையும் ஒன்றுக்கொன்று தொடர்புடையவை. ஒருவருடைய கடமை இன்னொருவருடைய உரிமையாகும். ஒருவர் தமது கடமையைச் செவ்வனே செய்யும் போது, அது இன்னொருவருடைய உரிமையைப் பாதிக்காது. ஒருவர் தமது கடமையைச் செய்யத் தவறுவதாலும் அல்லது அதைக் காலத்தே செய்யாமல் இழுத்தடிப்பதாலும், அதனால் பாதிக்கப் படுபவர்கள் தமது உரிமைக்காக போராடவேண்டிய நிர்ப்பந்தம் ஏற்படுகிறது.

            ஊழியர்கள் கடமையைச் செய்யவில்லையென்று கண்டிக்கும், தண்டிக்கும் அதிகாரிகள் தமது கடமையைச் செவ்வனே செய்யவில்லையென்றால் அவர்களை யார் கண்டிப்பது, தண்டிப்பது?

            எதற்கும் அசைந்து கொடுக்காத நிர்வாகம், யாருக்கோ வந்த விருந்து என்பதைப் போல வந்து போகும் அதிகாரிகள் - விளைவு, உருப்படாத பவர் சப்ளை(UPS) உள்ளிட்ட பல்வேறு பிரச்சினைகள். இதில் வேடிக்கை என்னவென்றால், ஒரு அதிகாரி தனது கடமையைச் சரிவரச் செய்யாததால், இன்னொரு அதிகாரியோ அல்லது ஊழியரோ தனது கடமையையே செய்ய முடியாதபடி சிரமப்படுவதும் வாடிக்கையாகி விட்டது.

            தலைவனில்லாக் குடும்பம் தட்டுக்கெடும் என்பதைப் போல, காரைக்குடியின் பரிதாப நிலை. BSNL-ஐக் காப்போம் என்று ஊருக்கு மட்டும் உபதேசம் செய்துவிட்டு, இருப்பதைக்கூட காப்பாற்ற  சரியாகப் பராமரிக்க முடியாத அக்கறையற்ற  பொறுப்பற்ற நிர்வாகம். இருப்பதை விட்டுவிட்டு பறப்பதைப் பிடிக்க ஆசைப்பட்டு என்ன பயன்? Maintenanceஏ தடுமாறும் போது எதை Development செய்ய?

            சம்பந்தப்பட்டவர்களின் சிந்தனையிலும், சொல்லிலும், செயலிலும் மாற்றம் வராதவரை, Development Meeting என்பது மாதாமாதம் நடக்கும் ஒரு சடங்கு, அவ்வளவே.

BSNL ties up with Railways


In a bid to promote the 3G mobile and data services, India’s National telecom backbone and pan India 3G operator Bharat Sanchar Nigam Ltd (BSNL) has partnered with the Indian Railways.
As part of the tie-up, the New Delhi-Chennai Rajdhani Express will boast BSNL 3G logos and advertisements as a promotional vehicle. The 1st Rajdhani train was flagged off by Mr. Kuldeep Goel, Chairman and Managing Director of BSNL from New Delhi. The six-month campaign is expected to cover 34 locations across 11 States in India.
With the unique marketing initiative, all coaches of the New Delhi-Chennai Rajdhani Express were covered with vinyl sheets carrying advertisements of BSNL 3G services.A total of 25,000 sq. ft promotional material was stuck on the train. The operator also used the space available on 200 table tops and 400 Brochure Holders inside the compartments of train, along with audio jingles, announcements, contest and activation by in-train promoters which would create a great impact and engaging communication to promote the BSNL 3G services. BSNL will also conduct live demonstration of Video Callings and 3G Data/Internet Speed for passengers at selected railway stations.
State operator BSNL recently wrapped more than 440 cities with its 3G mobile and HSPA 3.75G Broadband Data service Network in various telecom circles covering the district headquarters and major towns across India.
Speaking on the new marketing initiative for 3G services, Mr. Kuldeep Goyal, CMD, BSNL, said “This is the first time we are doing this. We plan to cover one more train, as this promotes our 3G services. BSNL aims at more than four million 3G subscribers by the end of the fiscal from the current 1.25 million”

Subject: Request for grant of meeting for settlement of problems.

Sir,             
          We are submitting below some issues which are not being redressed at BSNL Hqr. Level. These problems are pending for a long time causing hardships to workers.

1.    Revision of pay scale of Sr.TOAS.
It is stated that in the year 2001 the BSNL Board approved the
revision of pay scale of Sr.TOAs from CDA Rs.4000-6000 (IDA 5700-8100) to CDA Rs.4500-7000 (IDA 6550-9325). The Corporate office under letter No.250-69/2001-Pers.III dated 11/10/2001 has circulated the said decision to all concerned. Almost nine years have passed but the decision of BSNL Board has not been implemented. The unions have repeatedly brought this into the notice of management but the problem could not be resolved. The employees working in Sr.TOA cadre are undergoing pecuniary loss due to non—implementation of Board’s decision. This loss is further increased due to new non—executive promotion policy.
                            The BSNL Board is the apex body of the company and its decision should not be put in cold storage.
                            Therefore, kindly use your good offices for revision of pay scales of Sr.TOAs as per Board’s decision.

2.    Relaxation / concessions to employees in departmental examinations :
The Corporate office vide letter no.250-2/2009-Pers III dated
01/06/2009 has extended 10% relaxation (Grace Marks) to the outside candidates in the recruitment to the cadre of TTA in each question paper.
                            The Unions have made representations to the management for extension of same treatment to the departmental candidates which is not being considered in real perspective although departmental quota vacancies are available. The discriminatory treatment is creating frustration amongst the workers who have contributed a lot in providing Telecom Services to the public. There are some Circles where questions were out of syllabus but compensation has not been extended. It is strange that the candidates coming from open market get concession in recruitment and the departmental candidates are being denied.
                            Very recently JAO—II (final) examination results have been declared but departmental vacancies remain unfilled to a very large extent.The candidates could not pass the examination as in some circles question were wrong and confusing. The candidates have failed by marginal marks. The unions have made representation to the management but till date no action has been taken.
                            We, therefore, solicit you, sir, to kindly direct the management :
1.    To grant grace marks to candidates as per DOT letter No.45-1/93-DE (Pt) dated 20/06/1994.
2.    Wrong questions in question papers should be appropriately compensated.
3.    Relaxation / concession be extended to S/C S/T candidates.

New Rules for Recognition of unions :
                            The present Code of Discipline for verification and recognition of unions is aged old and outdated. The unions and workers are not properly and adequately represented in the Negotiating Machineries at different levels.
                            The Dy.Chief Labour Commissioner in the meeting on 06/10/2008 felt that the BSNL should frame its own rules for recognition of unions so that workers are adequately represented in the Negoiiating Machineries Intervention is solicited so that new rules of recognition are evolved by management before 5th verification.It is further mentioned that in the meeting held on 06/10/2008 there was consensus that all the registered Trade unions be extended minimum Trade union facilities to function and to ensure the level playing ground for the election. Till date the Corporate Hqr.has not taken any action due to which unions are handicapped and not able to function.
                           
                            We request you to please accord meeting to discuss and settle the above issues.
