Discrepancy in IDA due from 01.10.2014 - Letter to Minister

Sub : Discrepancy in calculation of IDA due from 01.10.2014 to PSU Employees – Reg.
Ref : DPE OM No:W-02/0002/2014-DPE(WC) – GL – XIX / 14 dated 09.10.2014
Vanakkam, I would like to submit the following few lines for your kind consideration and favourable orders.
Sir, the PSU employees are given Industrial Dearness Allowance (IDA) as compensation for the increase of cost of living based on the All India Consumer Price Index for Industrial workers (AICPI-IW). As per the Govt. orders based on the Ist and 2nd wage review committee of PSU employees, the IDA due from each quarters i.e., 1st January, April, July and October is to be determined or calculated as follows.
“The Percentage of increase in
the quarterly average of the AICPI
for the period ending February,
May, August and November over
index 126.33 upto one decimal
point”
The average index of AICPI for the period ending August 2014 works out to 250.33 and the percentage of increase over 126.33 is 98.155624. This is to be rounded off to one decimal point.
The meaning for decimal point as per Oxford dictionary is
“a full point placed after the
figure representing units in
a decimal fraction”
The word „fraction‟ means, as per the above dictionary is
“a number that is not
a whole number (i.e. ½ .5)”
In the above calculation the percentage of increase of IDA due from 01.10.2014 works out to 98.155624 (124/126.33x100). It is to be rounded off to one decimal point to determine the IDA admissible from 01.10.2014. The first decimal point is 1 and the 2nd and subsequent points are 55624. As the value of second subsequent decimals are five and more than half the first decimal is to be rounded off to 2 and thus the total amount of IDA due from 01.10.2014 is to be worked out to 98.2% and not 98.1% as ordered by the DPE in its OM No.W-02/0002/2014-DPE(WC)-GL-XIX/14 dated 09.10.2014 (Copy enclosed).
I am enclosing a copy of the calculation sheet of IDA from 01.01.2007 onwards on every quarter. It may be seen there from that the first decimal point is rounded off with reference to the 2nd decimal point i.e., 0.5 and above is rounded off to the next higher integer and less than that ignored while rounding of the first integer.
Accordingly, the IDA due to PSU employees from 01.10.2014 should be 98.2% and not 98.1%. This union request the Hon‟ble Minister to kindly look into the matter for a review of the correctness of the calculation made in the above OM dated 09.10.2014 and to cause issue of revised order enhancing the percentage from 98.1 to 98.2 at an early date.

IDA from 01.10.2014 - Facts and figures
As per the orders on
the subject, the IDA to PSU employees is to be determined as,
“The percentage of increase in
the quarterly average of the

off to the next higher integer and less than that ignored while rounding off
the first integer).
