ITS அதிகாரிகளுக்கு இப்படி ஒரு ஆதரவு.

ITS அதிகாரிகள் BSNL ஊழியர்களாகாமல் தொடர்வதை எதிர்த்து சில direct recruited JTOs and JAOs வழக்குகள் தொடர்ந்திருக்கிறார்களாம். அது சகித்துக் கொள்ளப் பட முடியாததாம். வழக்கின் அடிப்படையில் அவர்கள் ITS அதிகாரிகளுக்குக் கீழ்ப்படிய மறுத்தால் அவர்கள் மீது கடுமையான நடவடிக்கை எடுக்க வேண்டுமாம். அனைத்து சங்கப் பொதுச் செயலர்களும் தங்களது உறுப்பினர்களை அறிவுறுத்த வேண்டுமாம். 2008லேயே டெபுடேஷன் முடிந்து போனவர்களுக்கு நீட்டிப்புக்காக நடவடிக்கைகள் எடுக்கப் பட்டு வருகிறதாம். "  உள்ளே வா இல்லை வெளியேறு" என்று நம் கோஷம் உரக்க ஒலிக்க வேண்டிய நேரம் இது. கடிதம் இங்கே 


 The Corporate office has sent a letter warning severe action against those direct recruit JTOs and JAOs who have filed writ petitions against continuation of ITS officers. It is natural that the administration run by ITS officers, of ITS officers and for ITS officers will act only like that. As TN Circle secretary told at Paramakkudi, the JAC must modify its demand "Absorb ITS into BSNL" as " ITS officers! OPT IN or OPT OUT" The corporate office has requested all the General Secretaries to advice the members that they should not disobey ITS officers based on these writ petitions. The letter is here.

அர்த்தமெல்லாம் வேறுதான்! அகராதியும் வேறுதான்!

What is JAC? If you answer it is Joint Action Committee, then you are wrong. The dictionary of Sri Namboodiri will define it as  Joint Approval Committee. How else one can describe his latest decision of staging a dharna demanding immediate merger of 78.2% IDA? It seems a JAC meeting was convened by Sri VAN . Neither FNTO nor NFTE was invited or even informed of this. It is also learnt many other unions in the JAC were also not invited. Later on, after taking a decision of agitating on 14/6, the decision was conveyed to GS/FNTO over phone and FNTO was requested to participate in the agitation. FNTO categorically refused to join the agitational program raising few queries.

    1. When a settlement was reached on New Pay on 20/4/2010, the unions represented to the Hon'ble Minister for Communications, Sri A.Raja, about merger of 78.2% IDA with pay. The Minister on the spot itself directed the DOT Secretary and Chairman BSNL to sort out the issue and find a solution within 15 days. He informed the union representatives also to approach him if it is not done within 15 days. Why the JAC did not meet him or bring it to his knowledge?
   2. Atleast the matter could have been discussed with either DOT or BSNL management. Why JAC did not pursue the case?
   3. Will it be fair to resort to agitations when no follow up action was not done by the JAC?
   4. Why all the members of JAC were not invited for the meeting to decide the course of action on merger of 78.2% IDA.

Further our GS has requested the convenor JAC, Sri VAN, to defer the program, reconvene JAC to discuss the matter afresh and decide.

FNTO is not averse to agitations for settlement of workers demands. But at the same time FNTO is also determined not to force agitations for the sake of agitations alone. We never believe in gimmicks.

EPF சட்டத்தின் பிரிவு 32-ன் படி EPF சந்தா நிலுவையை ஊழியர்களின் சம்பளத்திலிருந்தோ அல்லது நிலுவைத் தொகையிலிருந்தோ பிடிக்கக்கூடாது. ஒருவேளை பின்தேதியிலிருந்து சந்தா கட்ட வேண்டியிருந்தாலும் கூட, நிர்வாகம்தான் ஊழியர்களது பங்கையும் நிர்வாகத்தின் பங்கையும் சேர்த்து மொத்தமாகக் கட்டவேண்டும்.

எனவேதான், ஏற்கனவே 6500 என்றிருந்த Ceiling-ஐ உயர்த்திய போது ஊழியர்களிடமிருந்து பிடித்தம் செய்யப் பட்ட சந்தா நிலுவைத்தொகையை PF Commissioner  அலுவலகம் ஏற்கமுடியாதென்று திருப்பிவிட்டது. ஆண்டுகள் பலவானபின்னும் அந்தத் தொகையே ஊழியர்களுக்கு இன்னும் திருப்பித் தரப்படாதபோது, மீண்டும் மீண்டும் தேவையில்லாமல் EPF சந்தா நிலுவைத் தொகையை பிடித்தம் செய்வது சரியல்ல.

நிர்வாகத்தின் இத்தகைய அர்த்தமற்ற, வேண்டாத வேலையால் சம்பள மாற்றத்திற்காக பல ஆண்டுகளாகக் காத்திருந்து - நிலுவைத்தொகையைக் குறைவாகப் பெற்ற - ஊழியர்கள் கொதிப்படைந்திருக்கிறார்கள். இது சம்பந்தமாக நமது மாநிலச் செயலர் மாநில நிர்வாகத்திடம் ஏற்கனவே விவாதித்திருக்கிறார்.

ஆகவே, தேவையில்லாமல் ஊழியர்களிடமிருந்து பிடித்தம் செய்யப்பட்ட EPF சந்தா நிலுவைத்தொகையை மொத்தமாக உடனடியாகத் திருப்பி வழங்க வேண்டும். இல்லையேல், அனைத்து ஊழியர்களையும் திரட்டி விரைவில் ஒரு போராட்டத்தை நடத்த வேண்டியிருக்கும் என எச்சரிக்கை செய்கிறோம்.

BDPA writes to Hon'ble Minister for MOC & IT

Sub:- Revision/ consolidation of Pension in IDA scale  for the erstwhile DOT Employees  retiring as BSNL Pensioners during the period from 01/10/2000 to 31/12/2006


Respected Sir,

1.      We are glad to know and note that as per promise given to JAC on 20.04.2010, you have taken personal interest and paying special attention caused clearance of 2nd Wage Revision for BSNL Non-Executive Employees. We convey our sincere thanks to you for your noble act.

2.      We remember that in the said meeting, JAC was promised that an issue of revising pension of pre 01.01.2007 BSNL Pensioners will be taken care and cleared within three months.

3.      We enclose herewith a copy of our letter No: BDPA/Guj/Pen dated 15.03.2010 addressed to Shri P.J. Thomas, Secretary DoT, on the captioned subject.

4.      We were happy to have your assurance and had sigh of satisfaction that at last our genuine grievance has been reached before you and being convinced of injustice to the BSNL Pensioners, you were kind enough to assure the positive settlement within three months.

5.      We are agonized and deeply hurt to have inkling that notwithstanding your solemn assurance and positive approach, the Cabinet Note is reportedly prepared on wrong footing as it proposes approval for 30% weightage on basic pension alone to the BSNL Pensioners retiring before 01/01/2007. This proposal violates the principles of natural justice and it is highly discriminatory and unjust because the serving employees in BSNL were accorded 50% IDA Merger with effect from 1.1.2007, which was denied to BSNL Pensioners on the plea that this problem shall be sorted out along with Pension Revision. Further the Serving employees in BSNL were accorded 30% weightage on Basic Pay plus Industrial DA as on 1.1.2007 to work out their revised pay package. Pension Revision of BSNL Pensioners should follow the same pattern and be consistent with DPE guidelines on Pay Revision based on which IDA scales in BSNL have been revised.

6.      We firmly desire and hope that in order to administer justice to pensioners,  your honour will ensure that Pension Revision in BSNL is carried out in a manner similar to that of working employees in BSNL with identical weightage given to pensioners as given to the serving Employees as per the practice followed by the two Ministries i.e. Ministry of Transport and Ministry of Food in respect of IDA Pensioners under their control i.e. Port and Dock Pensioners  and Pensioners retiring from Food Corporation of India.

7.      We wish and propose for BSNL Pensioners Pension Revision on IDA pattern and submit before you to kindly take note of following issues while framing Cabinet Note.

(a)      Current Status of IDA Pension Revision for CPSUs/ CABs under the control of Ministries of Communication, Ministry of Food and Ministry of transport.

(b) Fifty percent IDA Merger for all BSNL Employees w.e.f. 01/01/2007 was implemented by DOT and BSNL in May 2008 vide order dated 29/5/2008 issued by BSNL. Revision of IDA scales for BSNL Executives was carried out by BSNL in May 2009 after due approval by Ministry of Communications. Agreement for revision of IDA scales for non-Executives has recently been approved by BSNL under similar pattern/ fixation formula as given to Executives in May 2009 and the same is awaiting concurrence of DOT for implementation.

 (c) The Department of Telecom last year in 2009, shelved the proposal of 50% IDA Merger for BSNL Pensioners retiring before 01.01.2007 on the plea that DOP and DPE did not accord approval to 50% IDA Merger for BSNL Pensioners and further decided that the issue of 50% IDA Merger shall get  resolved automatically along with  Pension Revision in IDA scale in the near future.

(d) DOT is reportedly further  unable to carry out  Pension Revision in IDA Scale  for all the Ex-DOT Employees absorbed in BSNL and retired as BSNL Pensioners between 01.10.2000 to 31.12.2006 because  no Rules/ Instructions are available/ or have been framed so far for revision of Pension under IDA Scale. In fact, this is the first case of revision of pension after formation of BSNL w.e.f. 01.10.2000.  Under these circumstances either DOT has to follow the precedent set by Ministries of Transport and Ministries of Food for IDA Merger/ IDA Pension Revision in CPSUs/ CABs under their control or else Rules/ Instructions need to be framed afresh for BSNL Pensioners and be approved by Union Cabinet through a Cabinet Memo to enable the Pension Revision in IDA Scale.

(e) The authorities in DOT were apprised of the fact that approval for 50% IDA Merger for Pensioners retiring before 01.01.007 has already been granted by Ministry of Transport for the Pensioners of Port Trust and Dock Workers w.e.f. 1.1.2007 vide Memo no.A-29018/4/2008-P.E.I dated 5/11/2008. It has also been pointed out to DOT that simultaneous Pension Revision with five year Wage Agreement under identical fixation formula has been approved by Ministry of Transport for Port and Dock Workers vide memo no.IPA/BWNC/2009 dated 27.01.2010. But these approvals by Ministry of Transport for 50% IDA Merger and IDA Pension Revision have so far not evoked any positive response from DOT to emulate the same in case of BSNL.

(f) For your perusal and kind knowledge we would like to state that Ministry of Food has revised the Pension of the Employees of Food Corporation of India on IDA scale three times in the year 1987. 1992 and 1997 under the same formula as provided for working Employees. Pension Revision ordered by Ministry of food for IDA Pensioners’ in Food Corporation of India w.e.f. 1.1.1997 was subject to Supreme Court judgment in CA Civil No.238-244 of 2004. Judgment in CA Civil No.238-244 of 2004 was delivered by Hon’ble Supreme Court on 10/2/2010 but it does not nullify or alter the IDA Pension Revision carried out by Ministry of Food for FCI Pensioners w.e.f. 1.1.1997.

(g) To prove and strengthen our say we would like to write that Orders for Fourth revision of pay on IDA scales for Executives in FCI with effect from 01/01/2007 have been issued vide Memo.No.WRC/1/1//007/ Vol.III dated 18.9.2009 based on the formula given by DPE i.e. Old Basic Pay on IDA scale on 1/1/2007 * 178.2 plus 30% weightage on the same. Agreement for Fourth revision of pay on IDA scales for Non-Executives in FCI with effect from 01/01/2007 has been signed and approved by Ministry of Food vide Circular no.WR-09-2010-06 vide Memo No.WRC/1/2/2009 dated 09/04/2010 based on the formula given by DPE i.e. Old Basic Pay on IDA scale on 1/1/2007 * 178.2 plus 30% weightage on the same.

We are informed by the FCI Pensioners Association that Pension Revision on IDA scale w.e.f. 1/1/2007  for past FCI Pensioners as per the  formula given by DPE for working employees  is already under  process and shall be carried out  by the Ministry of Food within a period of one month or so.

(h) DOT’s earlier Proposal for granting CDA Pension based on DOP Memo No.4/14/2001-P&PW (D) dated 19/09/2003 was abandoned by DOT because of strong opposition of DOP, change in stand of ITSA towards CDA Pension and opposition from BSNL Unions / Associations who realized the loss to be incurred by the Employees in case of CDA Pension.

NOW IN LIGHT OF WHAT WE EXLAINED ABOVE, WE SUGGEST AND DEMAND PENSION REVISION ON IDA AS UNDER:

That the DOT’s Current Proposal for granting IDA Pension revision w.e.f. 01.01.2007 based on hypothetical and arbitrary interpretation of sixth pay commission recommendations may be done away with immediately.

We propose that the formula which is applied for working Executive/Non Executive Employees for their Pension should be made equally applicable to all pre 01.01.2007 Pensioners without any discrimination.

And accordingly, as we propose that the revised proposal for IDA Pension revision, to be incorporated in the Cabinet Memo  should be as follows:


Revised IDA Pension on 1/1/2007 = Existing IDA Basic Pension + 78.2% IDA on Existing Basic Pension + 30% weightage on Existing  Basic Pension

Thus Revised IDA Pension as per latest reported  proposal  to be moved through Cabinet Memo = Existing IDA Basic  Pension on  1/1/2007 * 1.988

All BSNL Employees retiring after 1/1/2007 were given 50% IDA Merger  and 18.8% IDA on their (Basic Pension + Dearness Pension). Their revised Pension w.e.f. 1/1/2007 amounted to Existing IDA Basic Pension + 78.2% IDA on Basic Pension + 30% of (Existing IDA Basic Pension + 78.2% IDA on Existing Basic Pension.)

Thus for BSNL retirees after 1/1/2007 their revised Pension as per existing BSNL formula = Existing Basic IDA Pension * 1.68 *1.3 = Existing Basic IDA Pension *  2.184

As per formula given by DPE,  the BSNL retirees after 1/1/2007 their revised Pension  should be  = Existing Basic IDA Pension * 1.78 *1.3 = Existing Basic IDA Pension * 2.314

In view of above submissions, we request you to kindly look into the matter and adopt the fitment formula given by DPE for revision of IDA pay of CPSU Employees and make it applicable for revision of IDA Pension for BSNL Pensioners retiring between 1/10/2000 to 31/12/2006 as has been done in the case of serving BSNL employees as detailed below:-

Revised Pension as per existing approved BSNL fitment formula = Existing Basic IDA Pension * 1.68 *1.3 = Existing Basic IDA Pension *  2.184

Though as per formula given by DPE,  the BSNL retirees revised Pension  should be  = Existing Basic IDA Pension * 1.78 *1.3 = Existing Basic IDA Pension * 2.314

The issue of 50% IDA Merger w.e.f. 1/1/2007 also needs to be resolved along with IDA Pension Revision  as promised earlier by the Ministry of Communications.

GS BDPA's reply to SNEA

About 78.2% IDA merger

When the demand of fixation of new IDA scales @ 78.2% was strongly pleaded with Hon'ble MOC, he clearly directed CMD to discuss the issue with executive / non Executive Associations / Unions, failing which he advised us to meet him.

Our Comments: The issue of merger of 78.2% IDA merger with the pay scales of executives and non exeuctives  has to be done by the BSNL Management. The issue of merger of 78.2% for non executives was all along advocated by FNTO.  Somedays back, DoT has also raised query why it has not been merged with the pay scales. It is learnt that the issue of 78.2% IDA merger which was not in the agenda of Joint Action Committee discussions cropped up before the Minister on 20 04 10 during discussions.

Even at that time, BSNL management said there were no funds to merge 78.2% with the pay scales. The Minister immediately told the CMD, BSNL to look into this matter. If not, all unions can approach the Minister straightaway.

If it is merged with the pay, it is duly only by virtue of unity among all unions. Hope unity paves way for merger of 78.2% with the pay scales of executives and non executives.

GS BDPA writes:  Well, decision to call off strike was taken by the JAC after two marathon meetings with MOC & IT and their internal meetings. Now we find no reason to shirk from shouldering collective responsibility and isolating the JAC Partner on one count or the other.

It is painful that an issue of 78.2% IDA merger was not in their agenda, though we had repeatedly drawn the attention of concerned through our web and letters to authorities and submitting personal memoranda to CMD BSNL. We are glad to FNTO has supported our say and followed the same to level of MOC as well.

In last four decade we have seen number of strikes and result. We hope that in future while reverting to such drastic step (throwing Brahmastra) they will ensure that all are united in real sense and ensure such unity and solidarity at base level which was wanting this time.

It is always better to learn from experience and avoid its recurrence which will pave the way for bright and prospective future of BSNL and its workforce.

STRIKE AGREEMENT REACHED --DETAILS

RECORD OF DISCUSSIONS OF THE MEETING TAKEN BY HON. MOC&IT AT 11.00 AM ON 20-4-2010 IN ELECTRONICS NIKETAN, CGO COMPLEX, LODI ROAD, NEW DELHI WITH THE REPRESENTATIVES OF BSNL ASSOCIATIONS/UNIONS REGARDING INDEFINITE STRIKE FROM 20.4.2010.

   Secretary (T) welcomed Hon'ble MOC&IT and representatives of BSNL Unions/Associations. In his remarks, Secretary (T) desired to end the strike in the interest of customers.

    Hon'ble MOC&IT mentioned that the existing customers may switch over to other operators if they are not given satisfactory service. The loss due to strike can not be compensated by any other means like overtime work, improved service, etc as aggrieved customers switching over to other operators will not come back.

  The issues raised and the decision/status on the raised issues are as under:

 Raised issue 1.
Immediate absorption of ITS Group A

     Decision/status :  
i) The cabinet Note shall be sent for consideration to Cabinet as per earlier indicated time frame and thereafter action regarding absorption will be taken accordingly.
ii) BSNL shall start process for recruitment of DGMs and Management Trainees.
iii) Number of personnel to be recruited and eleigibility conditions shall be decided by BSNL

Raised Issue 2
There should be no Disinvestment of BSNL
Decision/status :
It was assured that all stakeholders will be taken into confidence before arriving at a final policy decision by the Government
Raised issue 3. 
There should not be any VRS
It was assured that all stakeholders will be taken into confidence before arriving at a final policy decision by the Government
Raised issue 4
No unbundling of last mile copper pairs and other recommendations of Pitroda Committee
Decision/status :

Immediate procurement of mobile lines
Decision/status :
Since approximately 20 million lines are under installation, BSNL will ensure procurement of additional 10 million lines immediately

Revision of IDA pension as on 1.1.2007
Decision/status :
As already explained in Secretary (T)'s meeting held on 1.4.2010, the cabinet Note shall be finalized by the end of this month after which the same will be circulated  amongst the concerned Ministries for consideration. It is likely to take another 3 months before the Noye is finally sent to Cabinet for consideration.
Raised issue 7
Revision of Pay Scales of Non-Executives and implementation of promotion policy for non-executives
Decision/status :
The Hon'ble MOC&IT directed the DOT to resolve expeditiously the wage revision within 15 days.

    In the end, Hon'ble MOC&IT stated that since all their genuine concerns have been addressed, the Unions should reciprocate and respond positively to the appeal for withdrawal of strike.
      The JAC expressed satisfaction and agreed to call off the strike. They thank the Hon'ble MOC&IT for his kind intervention in resolving the issue.
  The meeting ended with thanks to the Chair.

26/3 ல் தர்ணா

பிட்ரோடா அறிக்கையை எதிர்த்து 15/3 அன்று நடந்த ஆர்ப்பாட்டத்தைத் தொடர்ந்து 26/3 அன்று நாடெங்கும் தர்ணா நடத்த எடுத்த முடிவின்படி தர்ணாவில் BWA முழுமையாகப் பங்கேற்பது என்று தீர்மானிக்கப் பட்டுள்ளது. எனவே 26/3 நடக்கவிருக்கும் தர்ணாவில் திரளாகப் பங்கேற்று பிட்ரோடாவின் மோசமான பரிந்துரைகளை நிர்வாகம் புறக்கணிக்கின்ற வகையில் எழுச்சி மிகு போராட்டத்திற்குத் தயாராவோம். ஊழியர் விரோதமென்றால் ஒரணியில் நின்று வெற்றியைப் பெறும் நமது மரபை அரசுக்கும் நிர்வாகத்துக்கும் மீண்டும் புரிய வைப்போம்.

IDAயும் குறையப் போகுதாமே!

IDA விலும் இழப்பு

68.2% IDA merger என அதிகாரிகள் சங்கங்கள் கண்ட உடன்பாட்டின் அடிப்படையில் அங்கீகாரச் சங்கமும் அதன் கூட்டணிகளும் ஊழியர்களுக்கும் அதே அடிப்படையிலேயே உடன்பாடு கண்டிருப்பது 1-1-2007 முதல் மூன்று ஆண்டுகளுக்கு புதிய சம்பளத்தில் நியாயமாகக் கிடைக்க வேண்டிய IDA வில் பெரும் இழப்பை ஏற்படுத்தியுள்ளது. சொல்வது கார்ப்பரேட் அலுவலகத்தில் ADG ஆகப் பணிபுரிந்து ஓய்வு பெற்றுள்ள திரு ராகேஷ் சர்மா.

ராகேஷ் சர்மாவின் கடிதம் இது.

DPE அதன் வழிகாட்டுதல் அறிக்கைகளில், 1-1-2007 ல் புதிய சம்பளம் நிர்ணயிக்கப் படும்போது சம்பளத்துடன் 78.2% IDA சேர்க்கப் படவேண்டும் என்ற அடிப்படையிலேயே கணக்கிட்டு வழிகாட்டியுள்ளது. அந்த அறிக்கையின் 2வது பாரா இதை வலியுறுத்துகிறது.

Para 2 of recent circular of DPE for payment of 30.9% IDA vide F.No.2(70)/2008-DPE(WC)-GL-I/ 2010 dated 15th January 2010 states as below:-

“2 The above rates of DA would be applicable in the case of IDA Employees who have been allowed revised pay scales (2007) as per DPE O.M. dated 26/11/2008. 09/02/2009 & 02/04/2009.”

இது சொல்வது என்ன? DPE வழிகாட்டல்களின்படி 1-1-2007 சம்பள நிர்ணயத்தில் 78.2% IDA இணைக்கப் பெற்றவர்களுக்கு மட்டுமே புதிய சம்பளத்தில் 30.9%IDA வழங்கப்படவேண்டும் என்றும் 68.8%IDA சேர்க்கப் பட்டவர்களுக்கு இது பொருந்தாது எனவும் கூறுகிறது.

68.8%IDA என சேர்க்கப் பட்டதால், அதன் அடிப்படையில் ப்ரபோர்ஷனேட் பார்முலா கணக்கிடப்பட்டால், BSNL ஊழியர்களுக்கு 1-1-2007 முதல் வாங்கிய IDA எல்லாவற்றையும் மாற்றி அமைக்க வேண்டிய அவசியம் ஏற்படும். அப்படி மாற்றும்போது புதிய சம்பளத்தில் 32%IDA மட்டுமே கிடைக்கும்.

இது குறித்து அதிகாரிகளுடன் விவாதித்தபோது தங்களுடைய வழிகாட்டுதல்கள்படி 78.2% இணைத்து சம்பள மாற்றங்கள் பெற்றிருந்திருக்க வேண்டும் என்று கருத்துத் தெரிவித்தனர்.

ஒருவேளை 68.8%தான் என இருந்துவிட்டால், பார்முலாவை மாற்றி உத்தரவுகள் பிறப்பிக்க வேண்டும். இல்லையென்றால், பணியில் இருக்கும் ஊழியர்களும், குறைவான ஓய்வு பெற்றோரும் பெரும் இழப்பை சந்திக்க நேரிடும்.

அதிகாரிகள் சங்கங்கள் உடன்பாடு எட்டியபோது இந்த உத்தரவுகள் வெளியாகவில்லை. ஆனால் ஊழியர்களுக்கு உடன்பாடு ஏற்படும் முன்னமே இந்த வழிகாட்டல் உத்தரவுகள் வெளியானது. இதை நமது தேசிய சங்கம் எடுத்துச் சொல்லி 78.2% இணைப்புக்கு வழிகாண வேண்டுகோள் விடுத்ததை அங்கீகாரச் சங்கங்கள் சரியாகப் புரிந்து அதன்படி பேச்சுவார்த்தைகளை மேற்கொள்ளாததால் இன்று இந்த நிலை.

ஆக குறைவான சம்பளம், குறைவான IDA, குறைவான பதவி உயர்வுகள்! பலே பேஷ்! சா(வே)தனைகளுக்கு மன்னர்கள்தான்.

Tax Planning For Senior Citizens

Exemption Limits:

Pension
o        Uncommuted pension is taxable as salary
o        Commuted pension is exempt – up to 1/3 if in receipt of gratuity also or up to ½ if not in receipt of gratuity.
Gratuity
o        Gratuity received in excess of limits specified is taxable – the current limit is 3,50,000.

Leave Encashment
o        Leave encashment in excess of limits specified is taxable.
o        - in case of a Central or State Govt. employee – fully exempted
. Leave encashment actually received;. Cash equivalent of earned leave not exceeding 30 days for each year of service at his credit on retirement;Ten months average salary; or. Rs.3,00,000 (from 01-04-1998 onwards)

Retrenchment Compensation
o        Any compensation received on retrenchment, in excess of limit specified is taxable.
Payment of Voluntary Retirement
o        Any payment, subject to a maximum of Rs.5 lakhs and conditions specified
Superannuation Fund
o        Payment from an approved superannuation fund under specified conditions and limits specified is exempt.
Payment from Provident Fund
o        Recognised Provident Fund – Accumulations are exempt subject to the conditions therein.
o        The Basic Exemption Limit for persons of 65 years and above is set higher at Rs.1,85,000.

Tax Planning of Retirement Benefits

§         Security of investment, liquidity, adequate regular return, cover on life / accident cover or tax benefits are the factors that help in planning retirement benefits
§         The basic exemption limit of 1 lakh or 1.85 lakhs(for persons of 65 years or above) should be considered to ensure that the income on investment lie within the limits.
§         Savings could be opted either in investments, the income from which are totally exempt or in other investments, to claim deduction
§         Consider
Senior Citizens Savings Scheme, 2004, carrying interest @ 9% p.a. (taxable) –
§         Conditions:
§         Multiples of Rs.1000, limited to the amount of retirement benefits or 15 lakhs, whiever is lower.
§         By individuals of 60 years or above.
§         By individuals between 55 and 60 years of age and have retired on superannuation
§         Investment to be made within 1 month of the date of receipt of retirement benefits.
§         Interest payable quarterly
§         Premature closure permitted after expiry of one year from the date of opening - a deduction of 2% shall be made if the account is closed before three years and 1% shall be made if the account is closed after three years and the balance paid to the depositor. No deduction on premature closure on account of death.
§         Account will mature on expiry of five years from the date of opening - can be extended for a further period of three years, by applying within one year of maturity.
Annuity plans of LIC – Jeevan Dhara and Jeevan Akshay are eligible for deduction
6 year Post Office Monthly Income Scheme
. Maximum investment shall be Rs.3,00,000
. Interest @8% p.a. is paid every month in cash or deposited in the PO saving bank account.
. Deposited amount is repayable after one year from the date of initial deposit after deducting 2% of the amount deposited, after two years from the date of initial deposit after deducting 1% of the amount deposited, simultaneously stopping the monthly interest being paid after three years from the date of initial deposit (full amount deposited ), simultaneously stopping the monthly interest being paid.
. Interest earned and the amount received on closure/maturity are to be included in the taxable income.

Bihar Circle is continuing scaling of unprecedented and unparalleled heights in wireless growth because of exemplary, inspiring and qualitative leadership of S.C.Mishra and committed and untiring efforts of all employees and executives of Bihar/BSNL. This unparalleled and commendable feat of S.C.Mishra and his team should open the eyes of CGMs like J&K etc. as to how Managers can bring about unbelievable turnaround.

Following figures compiled by COAI clearly establish as to what human endeavour and commitment can achieve. Bihar Circle added 623933 new GSM connections in the month of Jan.,2010 and secured a distinguished and unique no. one position in the GSM segment on all India basis. These are not manipulated figures as contended by some people who are unwilling to digest positive developments due to inherent negative attitudes and thinking.

Aircel is no 2 in GSM in TN circle. Why thousands and thousands of our Comrades in TN circle with abundant available equipment and talent cannot outrace Aircel. This is an excellent opportunity for comrades of our TN Circle to get inspired, assess their strength and reinforce their conviction to overtake Aircel in the coming months. Is it really difficult, let alone impossible? Let Comrades of TN Circle emulate their fellow Comrades of Bihar and take on the task of reaching that distinguished no 1 position. 1.   BSNL Bihar Circle (LSA) added total 623933 new GSM connections in the month of Jan’2010 and secure 1st position among all Telecom Operators as well as all Circle (LSA) in India. Aircel securing 2nd position 519054 new GSM connections added in Tamilnadu Circle (LSA).even in Bihar Circle 4-5 Private Telecom Operators provided new GSM connection in FREE of Cost along with Talk Time but minimum cost of BSNL new GSM connection is Rs.54.

2. In the month of Jan’2010 BSNL Bihar Circle (LSA) succeed capturing the market share 33% and all existing 11 Telecom Operators only captured 67% market share in Bihar Circle(LSA).

3. Out of every 3 new GSM customers subscribe 1 BSNL GSM connections in the month of Jan’2010 in Bihar Circle (LSA).

4. BSNL Bihar Circle (LSA) maintained 2nd position in Bihar Circle (LSA) having GSM connections 4165628 at the end of Jan’2010.

5. National growth rate over the previous month (Dec’09 to Jan’2010) was 3.65% in case of all Operators and 3.9% in case of as a whole BSNL & 7.49% in Bihar Circle (LSA) in GSM sector( in case of all Operators) whereas growth rate of BSNL Bihar Circle (LSA) was 17.6%.

6. BSNL has added 22.31 lakh GSM connections during the month of Jan’2010. This works out to 16.04% of the total connection added in the country is 139.02 lakh during the month of Jan’2010.
7. In this month, BSNL has continue in 4th position as an operator with Market share of 15.08 %( 59454630) just 0.11% less than Idea whose market share is 15.19 %( 59887404) and standing in 3rd Position.

8. Total GSM subscriber base reached 394349733 at end of Jan’2010 in India.

5.3.2010 அன்று BSNL தொழிலாளர் கூட்டணி சார்பில் ஆர்பாட்டம்.

1) ஊதிய மாற்றக்குழு தந்துள்ள பரிந்துரைகளை
மேம்படுத்தி, உடனே அமல் செய்.
2) அங்கீகார விதிகளை மாற்றியமை. பதிவு செய்யப்பட்ட அனைத்து BSNL   தொழிற்சங்கங்களுக்கும் குறைந்த பட்ச தொழிற்சங்க சலுகைகளை வழங்கு.
3) BSNL-இன் பங்குகளை விற்காதே.
4) தேவையற்ற, உள் நோக்கத்தோடு செய்யப்படும் மாற்றல்களை நிறுத்து.
5) விஷம் போல் ஏறும் விலைவாசியை கட்டுப்படுத்து.
