Discrepancy in IDA due from 01.10.2014 - Letter to Minister

Vanakkam, I would like to submit the following few lines for your kind consideration and favourable orders.
Sir, the PSU employees are given Industrial Dearness Allowance (IDA) as compensation for the increase of cost of living based on the All India Consumer Price Index for Industrial workers (AICPI-IW). As per the Govt. orders based on the Ist and 2nd wage review committee of PSU employees, the IDA due from each quarters i.e., 1st January, April, July and October is to be determined or calculated as follows.

the quarterly average of the AICPI
for the period ending February,
May, August and November over
index 126.33 upto one decimal
point”
The average index of AICPI for the period ending August 2014 works out to 250.33 and the percentage of increase over 126.33 is 98.155624. This is to be rounded off to one decimal point.
The meaning for decimal point as per Oxford dictionary is
“a full point placed after the
figure representing units in
a decimal fraction”
The word „fraction‟ means, as per the above dictionary is
“a number that is not
a whole number (i.e. ½ .5)”
In the above calculation the percentage of increase of IDA due from 01.10.2014 works out to 98.155624 (124/126.33x100). It is to be rounded off to one decimal point to determine the IDA admissible from 01.10.2014. The first decimal point is 1 and the 2nd and subsequent points are 55624. As the value of second subsequent decimals are five and more than half the first decimal is to be rounded off to 2 and thus the total amount of IDA due from 01.10.2014 is to be worked out to 98.2% and not 98.1% as ordered by the DPE in its OM No.W-02/0002/2014-DPE(WC)-GL-XIX/14 dated 09.10.2014 (Copy enclosed).
I am enclosing a copy of the calculation sheet of IDA from 01.01.2007 onwards on every quarter. It may be seen there from that the first decimal point is rounded off with reference to the 2nd decimal point i.e., 0.5 and above is rounded off to the next higher integer and less than that ignored while rounding of the first integer.
Accordingly, the IDA due to PSU employees from 01.10.2014 should be 98.2% and not 98.1%. This union request the Hon‟ble Minister to kindly look into the matter for a review of the correctness of the calculation made in the above OM dated 09.10.2014 and to cause issue of revised order enhancing the percentage from 98.1 to 98.2 at an early date.

Letter to redress grievances of TTAs
Following is the letter written requesting to redress grievances of TTAs

Sir,
Sub : Settlement of grievances arisen due to implementation of
NEPP – regarding
Ref : BSNLCO letter No : 13-5/2013 – Pen (B) dated 17.09.2014.
Kindly refer to the corporate office letter cited above regarding settlement of grievances arisen due to implementation of Non-Executive Promotion Policy (NEPP).
In this connection this union would like to point out that so far as TTA pay scale revision is concerned the date of effect is 01.10.2000 only as per the decision of the DOT and as communicated by the DOT to this union (i.e NUTE-Gr.C) and not after 01.10.2000.
Para 6.4 of the NEPP policy says that the upgradation of pay scale availed by an employee under various DOT schemes “after 01.10.2000” only should be treated as first upgradation and NOT Repeat NOT “on 01.10.2000”. Therefore the clarification given against serial No.45 in BSNL, CO letter No : 13-2/2010-TE dated 20.08.2010 needs to be modified suitably and the TTAs made eligible for first upgradation on completion of 4 years of service from 01.10.2000 (i.e. 01.10.2004 to the scale of 7800-225-11175 and 2nd upgradation to the IDA scale of 8570-240-12245 from 01.10.2011. The decision conveyed in the letter dated 17.09.2014 also needs to be corrected accordingly.
In this connection it is also submitted that the number of beneficiaries consequent on the cancellation of the clarification number 45 as stated above will be only a few hundred TTAs and not more or the whole TTAs. Those officials who were recruited as Technicians under promotion quota between 1985 to 2000 only will get the benefit as they were in 4500-125-7000 scale as on 01.10.2000 and their pay scale only revised to 5000-150-8000. There was ban on recruitment of outsiders since the year 1984. As such there will be no direct recruit Technicians / TTAs to benefit the revision of pay scale from 4500 to 5000.
Actually those Technicians / TTAs who were recruited before 1984 have been granted OTBP to the scale of 5000-150-8000 and those appointed after 01.10.2000 also granted this revised scale. So they will also not be benefited. As the number of TTAs who will be benefited will only be a few hundreds and the additional expenditure would also be negligible and therefore there should not be any objection to cancel the above clarification.
Regarding the fixation of pay on first upgradation on completion of 4 years of service by foregoing the upgraded scale, the fixation under para 6.1 of the NEPP agreement is similar to the provisions of FR22 I (a) (i) and not one increment as stated in the above letter dated 17.09.2014. Granting one increment benefit on promotion or upgradation under NEPP is only from 01.01.2007 and not for earlier periods.
In view of the above, the decision conveyed in the corporate office letter dated 17.09.2014 may kindly be reviewed and corrected suitably.
