Throw them out, into the sea

We (all the Non-Executives and unions/associations representing them) repeatedly plead for sending out the ITS officers out of BSNL. Sometimes some Executive associations also will join with us. While the voice of the Non-executives is only and only to save BSNL, it is well known fact that there is something else behind the demand of executives. It is not for the survival of BSNL but for their own betterment. They will not hesitate to join with ITS if it is beneficial for them and while doing so they will not worry about the damages/losses they bring in to BSNL.

Do Not Believe Rumours

Some rumours are on the round, perhaps by some vested interests, that from 2/2011, only Pay plus DA will be paid and all allownces will be cut, as BSNL is in a very tight financial crisis. CS/ Tamilnadu Circle, Sri D.Chandrasekar clarified and informs that there is no basis for this rumour and employees need not be afraid of. 
   Of course, the company is in red. To tide over, it has obtained a loan of Rs. 2500 crores. For the next financial year, it is applying for another 14,500 crores loan. So, employees will not be losing any allowance.
   To cut the allowances may, perhaps, be suggested by some Executives, because of whom only the once mighty BSNL is facing such a crisis. The unions (both Executives and Non-executives) are also not making any sincere attempt to cut the avoidable unnecessary expenditures. Efforts in this direction only will save the BSNL. but read here what one Executive has suggested.

Can we agree with any of the above suggestion? How the officer thinks that by curtailing temp. advance will be a savings is known to him only. See that suggestion to cut the salary by Rs.1000/=. Perhaps this may be another reason for the rumour. But may be, the administration may consider this suggestion alone as this has been suggested by an Executive , for whom, of whom and by whom the BSNL runs. And BSNL knows pretty well the recognised non-executive union  will simply announce a day's dharna after such anti-labour actions are implemented. It also knows pretty well that all other unions will blame each other and will not unite and rise to save BSNL.

CHENNAI: BSNL has warned subscribers against being defrauded by persons posing as its employees and taking money against false promises of facilitating rental discounts. In a statement, BSNL Chennai Telephones said it had come to the knowledge of its office that customers were being approached by dubious persons posing as employees of BSNL on the pretext of getting rental discounts under senior citizens category or arranging for refund of telephone deposit.
These persons also collect cash as well as copies of documents such as ration cards from unsuspecting subscribers, the statement said.
BSNL clarified that it had not authorised any of its employees to do such campaigning. BSNL employees who visit customers' residences would be carrying an identity card, which can be demanded and verified. It appealed to customers coming across impersonators to lodge a complaint with the local police and also inform the Vigilance Cell on 26425005.

MNP brings in fresh problems

The much-sought after program of TRAI , the MNP, has brought in fresh problems which  may be a threat to national security. Economic times reports as below:--

Reports of calls from SIMs after MNP stir concern

KOLKATA: The telecom department has detected numerous instances across the country where people are making calls on their officially deactivated SIMs even after availing of mobile number portability (MNP), raising concerns of abuse and possible security risks . The department’s vigilance wing has found that possible software glitches at the operator’s end have enabled customers on both prepaid and postpaid platforms to make outgoing calls from their old SIMs.

It has also asked all telecom firms to ensure that mobile phone SIMs are deactivated as soon as a customer ports out. A director in the telecom department’s legal wing confirmed this and said it was “illegal and a breach of licence conditions” . Under present licence conditions , once somebody ports out, there is a twohour window for deactivating the old SIM and re-activating the new one on the network he migrates to.


“But if the old SIM remains active, it opens up possibilities for serious abuse at the user end and monitoring challenges since a single number would be active on two mobile networks,” the official quoted above added. “The potential challenges of tracing calls made from the old SIM after a number migrates to a new mobile network were discussed at a recent meeting in the telecom department. Operators have promised to fix all software glitches that may have triggered such aberrations,” said a senior executive mobile phone company who attended the meet.

“If a person, whose mobile number is being tapped, happens to port out to a new network and discovers that his old SIM works, he can make calls using the old SIM and skirt surveillance. Under the present phone tapping system , once porting happens, a mobile number under surveillance will be under observation only on the new network,” said A Ghosh, director general in DoT’s vigilance wing.

Directly compensate the telecom consumers harassed by unsolicited telemarketing SMS or calls


BJP’s newly constituted Telecom Consumer Cell took up the issue of unsolicited commercial communication (SMS and voice calls) with the chairman of Telecom Regulatory Authority of India (TRAI) on January 27. In a memorandum presented to TRAI chairman Dr JS Sarma in New Delhi, a delegation of the Cell, led by its national convener Shri Sanjay Bhalla, demanded direct compensation to the telecom consumers who suffer from unsolicited telemarketing SMS or phone calls.

The memorandum demanded the implementation of a system that makes it mandatory for telecom service providers and telemarketers to pay telecom users for unsolicited text SMSs and automated voice calls. The delegation demanded the TRAI to issue a notification directing the Access Providers to directly credit to the accounts of telecom users, Rs five for every unsolicited commercial communication SMS and Rs 10 for every unsolicited commercial communication voice mail.

Shri Bhalla claimed that the system is technically feasible. "We have discussed this issue with several telecom providers and they do not see much difficulty in implementing this system," he said. He pointed out that the TRAI chairman principally agreed to their demand and assured them to study it.

C.O.S. Sri T.Sundararajan retired from service

DSC_1855Our Circle Organising Secretary, Sri T.Sundararajan, serving at Akkur telephone exchange in Kumbakonam SSA retired from service on 31-1-2011. A grand farewell function was held at Mayiladuthurai on 10th February 2011. Sri T. Sundararajan was a dedicated FNTO member and held several Divisional and Circle level posts in the past and used to work hard for settling the grievances of members. And in recent times, when some vested elements left our union just at the time of 5th membership verification, his role to keep majority of our members with us is to be remembered with gratitude.DSC_1938 Sri Lingamurthy, JGS/CHQ and Circle Secretary, Chennai Telephones participated and greeted him on behalf of CHQ as well as Chennai Circle union. Sri D. Chandrasekaran, Circle secretary, Tamilnadu elaborated his service to the department and to the union and wished him a peaceful retired life. Sri Rajarethinam, DS/KMB had organised the function in a grand manner. Several other District and circle office bearers also participated.
We also wish him a peaceful retired life but request him to be active in trade union organisational activities , as he was always used to.

Pre-2006 pensioners pension revision --- latest

11.02.2011: The orders for pension revision are under submission to Finance Wing in DOT i.e DDG(FEB). The file has been cleared by SO(FEB) and it has been sent to ADG(FEB) today. ADG(FEB) is likely to take another 2 days and he may clear the file by 15.02.2011.

Its backward journey to Member(S) may take another 2 days. Further release of orders and Hindi translation etc. may take another week or so.

After all the orders may be issued just before 28.02.2011 which is the target date for DOT to issue the orders for pension revision.

BSNL losing battle due to Government policies

In the times of intense competition in the telecom selctor,  government  policies and decisions are jeopardising  the future of State owned Bharat Sanchar Nigam Ltd (BSNL). The case here is that of the allocation of non-standardised Broad- band Wireless Access (BWA) Spectrum to  the BSNL, while private operators have got more efficient radio waves  to  launch  their high.speed  broadband services.
   Moreover, despite getting  inferior spectrum, the BSNL was asked to pay amount similar  to what private companies paid after bidding.

The Secretariate Meeting of NFTE (BSNL) has taken place on 9th February 2011 to take stock of situation arising out of the result of 5th verification. After deliberations the Secretariate meeting took following decisions.

  1. The HQR is authorized to take all appropriate steps including legal for grant of recognition to NFTE (BSNL) as second union. The HQR has also been authorized to respond to Kerala case filed by FNTO as it is a necessary party.
  2. The interest of workers belonging to NFTE (BSNL) and all alliance partners will be protected and safeguarded.
  3. BSNL Workers Alliance will be further strengthened. All out efforts be made to bring back NUBSNLW (FNTO) into BSWA.
  4. All struggles hereafter will be now under the banner of BSNL Workers Alliance.
  5. The NFTE (BSNL) will participate in Parliament March of 23rd February 2011 sponsored by all Central TUs as issues of Disinvestment of PSUs, Retrenchment etc are involved.

What does the results indicate?

The election heat is over. But what the results indicate? Is it a himalayan victory as claimed by the winners? Of course, for the purposes of records, winning the fourth time consecutively it is great. But, the result clearly shows that almost an equal number of the non- executives are against BSNLEU. That the ordinary member is unable to tolerate the injustices done to him/her is the main reason for the decline in per centage of votes for those who have come first. They have lost nearly 3% on all India and in Tamilnadu alone the loss is around 1%. Contrary to the tall claims of some their newly found allies that they would win by a very huge margin than that of the 4th verification election, the winning margin of votes also reduced to 26,000., much less than the 4th verification. An equal number of  non-executives who wanted a change have voted against them.
             While almost the other two unions were able to retain their membership, FNTO has lost considerable votes. But they are not because of their distrust on FNTO. Perhaps they would have thought casting their votes in favour of NFTE may help to send BSNLEU out. This writer’s interaction with many also confirm to this. For example, in Karaikkudi SSA, the 30+ votes we lost went to NFTE (They have gained 30+ votes over their paid membership). If the 4th and 5th membership verification results are compared, it can be easily found that in almost every SSA on all states, NFTE has gained more votes. This does not mean that the FNTO membership is eroded.  There can be no reason either for BSNLEU assuming that their failures have been accepted as achievements by those voted for it or for NFTE imagining that their support is increasing.
As far as FNTO is concerned, this is time for serious introspection. Right from the day of our reverred leader Sri K.R., there is no dearth of intellectuals who most dedicatedly work for the welfare of the employees. Any conscious leader/member will accept all the achievements in DOT and during formation of BSNL were all only and only due to FNTO. But right from the time of “Ramans” (whose achievements we still remember with gratitude) till now, FNTO concentrates more on settling common problems than strengthening the organisation. For example, when , due to the efforts of FNTO alone, all the erstwhile 380 cadres were upgraded to JTO, they did not worry that action would considerably affect their membership, but instead preferred the welfare of the employees. At that time, the other union in which the present BSNLEU was also a part of it, was insisting competitive examinations and opposing the upgradation.  This failure of not properly strengthening the organisation by FNTO, resulted in its achievements not reaching the employees and NFTE while in DOT claimed all as that of theirs and their false propaganda mechanism was  powerful to reach everybody. Inspite of the fact that FNTO remained in alliance for nearly 10 years, still a considerable number of employees are with it. Atleast from now onwards, FNTO must find ways for strengthening the organisation at base levels.
But for FNTO, there is another reason to rejoice. Without realising the fact that even that most talented “Ramans” could not make much breakaway when they quit the organisation to form a new one and despite their enjoyment of affection with many of the active workers of FNTO, nearly all decided to remain with FNTO thereby showing organisation is more important than individuals, some “Ramappans” made much noise when they came out and formed a new union (association). Even those great leaders did never say they split FNTO. But these andis claimed that FNTO is split and flashed all the while that they have made inroads in so many SSAs in Tamilnadu. They shouted that the whole Tanjore and Cuddalore SSA went with them. They “cornered” some selfish but voteless persons here and there to create confusions among the FNTO members.  But actually they have only “helped” BSNLEU losing votes in almost all the SSAs. For example, in Karaikkudi BSNLEU lost 6 votes and in Tanjore 14 votes were lost. BSNLEU will definitely consider this and show them their place. It is the practice of BSNLEU to make use of others for their purpose and then throw them away.

தொடரும் தொழிற்சங்கப் பயணம்! தேர்தலோடு பயணங்கள் முடிவதில்லை!

அகில இந்திய அளவில் 1,06,971 வாக்குகளைப் பெற்று BSNLEU முதலிடத்தையும் 80,300 வாக்குகளைப் பெற்று NFTE இரண்டாமிடத்தையும் 16,951 வாக்குகளைப் பெற்று FNTO மூன்றாமிடத்தையும் பெற்றுள்ளது. தமிழகத்தில் 8,237 வாக்குகளைப் பெற்று NFTE முதலிடத்தையும் 7,240 வாக்குகளைப் பெற்று BSNLEU இரண்டாமிடத்தையும், 1,330 வாக்குகளைப் பெற்று FNTO மூன்றாமிடத்தையும் பெற்றுள்ளது. நான்கு மாநிலங்களில் FNTO இரண்டாமிடத்தைப் பெற்றுள்ளது குறிப்பிடத் தக்கதாகும்.
BSNLEU –வும் NFTE –யும் மெகா கூட்டணி அமைத்து இந்தத் தேர்தலைச் சந்தித்த போது, எந்தக் கூட்டணியும் இல்லாமல் FNTO தனித்தே தேர்தலை எதிர்கொண்டது. ஒருபுறம், FNTO தனித்து நிற்பதைப் பலவீனமாகப் பிரச்சாரம் செய்த இரண்டு கூட்டணியினரும், FNTO உறுப்பினர்களைத் தங்களது இலக்காக்கிக் கொண்டு இல்லந்தோறும் சென்று பல்முனைத் தாக்குதல்களில் ஈடுபட்டு அவர்களது வாக்குகளைக் கவரக் கடும் பிரயத்தனம் செய்தனர். மறுபுறம், FNTO இரண்டாக உடைந்தது என செய்தித்தாள்களுக்குப் பேட்டி கொடுத்து, ஜெயிக்கும் சங்கத்துடன் கூட்டணி என்று FNTO –வின் பெயரைப் பயன்படுத்திக் குறுக்குச்சால் ஓட்டிய ஆண்டிக் கூட்டமும், தன்பங்குக்கு FNTO தலைமையைத் தரம் தாழ்ந்து விமர்சிப்பதன் மூலமாக கூட்டணி விசுவாசத்தை வெளிப்படுத்தி, FNTO உறுப்பினர்களது வாக்குகளை BSNLEU கூட்டணிக்கு வாங்கித் தருவதாகக் கடும் பிரச்சாரத்தில் ஈடுபட்டது.
இவற்றையெல்லாம் புறந்தள்ளி, இந்தத் தேர்தலில் FNTO காணாமல் போய்விடும் என்ற பலரது கனவுகளையும்/ஆரூடங்களையும் பொய்யாக்கி, 16,951 வாக்குகளைப் பெற்று FNTO மூன்றாமிடத்தைத் தக்கவைத்துக் கொண்டுள்ளதானது - தலைமை மீது நம் தோழர்களுக்கு இருக்கும் உறுதியான நம்பிக்கையின் வெளிப்பாடேயன்றி வேறில்லை. இரண்டாண்டுகளுக்கு ஒருமுறை தேர்தல் வரும், போகும். ஆனால், நாற்பதாண்டு காலப் பாரம்பரியம் கொண்ட, ஊழியர்களின் முன்னேற்றத்தை மட்டுமே குறிக்கோளாகக் கொண்டு பாடுபட்டு வரும் தேசியச் சங்கம் - தோல்விகளைக் கண்டு துவண்டுவிடாமல், தொழிலாளர்களின் உரிமைகளுக்காக் குரல் கொடுப்பதில் தொடர்ந்து முன்னணியில் இருக்கும் என்ற தோழர்களின் நம்பிக்கை வீண்போகாது. துரோகங்களைப் புறந்தள்ளி, தேசியச் சங்கத்தின் பிதாமகர் K.R. காட்டிய வழியில் தொழிற்சங்கப் பயணம் தொடரும். வீறு நடை போடுவோம் ! அனைவருக்கும் வீர வாழ்த்துக்கள் !
