Subscribers especially in our Metros lament that there is no signal for BSNL mobiles in indoors. This writer would have made atleast 2000 trials to make a call from his mobile at Chinthathiripettai Railway station, just a KM from Tamilnadu CGM's office at Chennai and equal number of attempts from his house at Triplicane. Not even one call could be established. Whenever this was brought to the notice of concerned officers their only reply was these places are very congested but the writer's son and daughter using some private operators mobiles have seamless contact on their mobiles and ridiculing this author for having a BSNL connection. Almost all over India the same condition prevails. A frien of this writer, who subscribed with great hope to EVDO card is now forced to come to some street corners to make use of it. This is also at Chennai He lives within 300 feet from Ashok nagar Telephone Exchange where a will tower is erected. Our officers used to talk something figuratively on stages but never care to the performance. The readers can themselves analyse this news report. After 3G and Mobile Number Portability what's next for telecom companies?

Intense competition, falling revenues and incremental expenditure have affected the balance sheet of almost all telecom operators in India. Post 3G and MNP, they will have to either consolidate or diversify in order to survive

With the imminent launch of third generation (3G) network services and mobile number portability (MNP), Indian telecom companies are now gearing up for the next big move.

The competition is getting hotter, and operators will have to either consolidate or diversify their services in order to survive, analysts say.

The Indian government as well as the Telecom Regulatory Authority of India (TRAI) have shown willingness to provide an exit route for new mobile phone companies which were given licenses and airwaves under controversial circumstances, two years ago. Many of these companies haven't even rolled out their services. Videocon, Sistema Shyam, Uninor, Loop, S Tel, Etisalat DB and Allianz Infratech, have all struggled with their rollout plans. Those that have managed to launch services have seen subscriber growth slowing down to a trickle.

In such a scenario, it seems that the Department of Telecom (DoT) is examining the possibility of allowing new companies to merge with larger operators, shortening the three-year period during which a promoter of a new company cannot sell out, and relaxing the rules to allow incumbents to retain airwaves held by these new companies if a buyout or merger were to happen.

"We believe, the move will help reduce the number of operators in the industry, which in turn will improve the tariff in favour of existing telecom companies," says Kisan Ratilal Choksey Shares and Securities Pvt Ltd, in a research note.

"Otherwise too, the new entrants who acquired licenses in 2008 are facing excessive competition from bigger players, that could make their businesses unviable. Though the government is likely to lose thousands of crores which they could have collected from these operators, it is a positive for exiting players such as Bharti Airtel, Vodafone Essar, Idea Cellular and Reliance Communication (RCom)." 

Some bigger players have already started consolidating infrastructure and resources in order to reduce operating costs. Bharti Airtel, Idea and Vodafone together, own telecom tower company Indus Tower Ltd which has a portfolio of over one lakh towers. While Bharti Airtel and Vodafone hold 42% each in Indus Tower, Aditya Birla Telecom Ltd (the owner of Idea Cellular brand) owns a 16% stake in the tower company. These three operators are also in talks to work together to offer 3G services across the country, since none of them managed to get a PAN India license for 3G. This would ease the stiff competition among these major players, which are expected to dominate the 3G-services market in Tier-1 and Tier-2 cities.

The telecom industry has witnessed tariff wars over the past two years, resulting in lower revenue growth and subdued profitability. Over the years, the lack of spectrum, rather the uneven allocation of spectrum, and competition has resulted in poor network performance, which has not kept pace with increased demand.

So, in order to gain market share, these operators resorted to price wars and lowered tariff to such an extent that today India has the lowest average revenue per user (ARPUs) at Rs150.23, in the world.

"Indian service providers are in a frenzy to capture market share as quickly as possible. Thus, new service providers will find it difficult to gain market share in this crowded wireless market," says Shankari Panchapakesan, executive director for telecom practice, Nielsen, in a research report. "They will face challenges in terms of high subscriber acquisition costs, lower ARPUs and lack of adequate spectrum quality. Getting superior network quality and communicating this to consumers will prove helpful."

However, with the exception of new entrants, most telecom operators have kept their call tariffs unchanged over the past few months. With call prices bottoming out and unabated subscriber growth, telecom companies added 13.50 million GSM subscribers in August, the highest since April 2010, taking the total subscriber base up to 465.1 million. (This excludes RCoM and Tata Teleservices Ltd (TTSL) numbers.)

Most telecom operators have witnessed a decline in bottom line performance due to lower revenue contribution from new subscribers and stretched balance sheets. Although the companies have more or less kept tariffs unchanged, adopting the minutes-of-usage (MoU) model to improve revenue per minute has become the most important growth driver. The increased focus on category B and C markets, which remain under penetrated, is also expected to drive strong subscriber growth.

In August, the C circle witnessed the highest traction. It added two million subscribers against the 0.9 million in the month before. In August, metro circles recorded a month-on-month growth of 2.3%, while A and B circles grew by 3.1% each and C circle by 3.2%. New entrant Uninor, had its highest ever net additions at 2.2 million subscribers, led by its new discount offer and more visibility through advertising. Subscriber additions for Bharti Airtel, the country's largest telecom operator, was lower at two million subscribers-its lowest in several quarters. Idea, Vodafone and Aircel maintained their monthly run-rate with two million, 2.3 million and 1.6 million subscribers added, respectively.

Where is the money?

Where’s The Money? Top Telecom Circles In India By Revenue – March-June 2010 - MediaNama

The Andhra Pradesh circle generated the maximum revenue for Telecom Operators, for the three months ended June 20th 2010. According to gross revenue information provided by Indian telecom operators to the Telecom Regulatory Authority of India (used for determining the license fees paid by each operator to the Indian Government), the Andhra Pradesh circle generated Rs. 2368.39 crore, with Bharti Airtel accounting for 40.43% of this money. Andhra Pradesh was followed by Delhi (Rs. 2357.8 crore), Maharashtra (2161.36 crore) and Karnataka (Rs. 2103.25 crore).

Among telecom operators, Bharti Airtel accounted for the most gross revenue at Rs. 9319.59 crore, up 6.6% quarter on quarter, with a 32.63% revenue marketshare. Given India’s multi-SIM environment, Indian telecom operators have been pointing analysts towards the revenue marketshare figures, instead of subscriber/connection marketshare.
Note that a few quarters ago, Reliance Communications had clarified to investors on its earnings conference call that the difference between their reported revenues and the amount reported to the TRAI, is on account of handset revenues not being included in its gross revenue reporting to TRAI. Reliance Communications also retails handsets to its CDMA customers.
Operator Results:
  • Bharti Airtel had the most gross revenue for the quarter ended June 30th, 2010, at Rs. 9,319.59 crore, a 6.6% increase QoQ. Airtel’s revenue marketshare was 32.63%
  • Vodafone held 21.47% share of the total revenue at Rs. 6,133.18 crore, a QoQ rise of 21.47%.
  • Idea Cellular ranked third in terms of revenue, with a total of Rs. 3,740.42 crore, 6.83% rise QoQ and a market share of 13.10%
  • Etisalat had the least amount of revenue for the quarter at Rs. 0.17 crore, with a drastic decline of 99.17% QoQ, with its revenue covering a negligible amount of the total gross revenue of all the operators.
  • S-tel had a gross revenue of Rs. 11.81 crore, which was 48.74% more than in the last quarter, Rs. 7.94 crore, engaging 0.04% of the total revenue.
  • Tata Teleservices and BSNL also saw a decline in the gross revenue for the quarter, with Rs. 2,324.07 crore, 3.2% decline QoQ and Rs. 2,111.13 crore, 10.87% decline QoQ, respectively.

Circle Results:
  • Andhra Pradesh: generated the maximum amount of gross revenue, at Rs. 2,368.39 crore, 5.46% more than last quarter, claiming a 8.29% of total gross revenue.
  • Delhi: ran in at the second rank in terms of gross revenue, producing a revenue of Rs. 2.357.80 crore in Q111, against Rs. 2265.43 crore in the previous quarter, seeing a 4.08% rise QoQ, it amounted to 8.25% of the market share.
  • Maharashtra saw a fall in the gross revenue in this quarter at Rs. 2,161.36 crore as against 2,165.35 in the previous quarter, a decline of 0.18% QoQ and secures a market share of 7.57%.
  • Himachal Pradesh contributed the least to the gross revenue output, 0.74%, adding only Rs. 211.44 crores this quarter, a 3.19% rise QoQ, from Rs. 204.91 crore in the previous quarter.
  • The North Eastern circles together amounted to 1% of the total revenue, at Rs. 286.9 crore from Rs. 274.37 crore in the previous quarter, a QoQ rise of 4.57%.
  • Jammu & Kashmir: Going in accord with the decline in the number of telecom subscriber in J&K, the quarter saw a significant fall in the gross revenue from that part of the country, at Rs. 327.08 crore as against Rs. 405.3 crore in the previous quarter, a decline of 19.30% QoQ, engaging 1.15% of the total gross revenue from all the circles.
  • Mumbai: saw a fall in the gross revenue over the quarter as compared to the previous quarter, from Rs 1,992.25 crore to Rs. 1,920.85 crore, a 3.58% decline QoQ and contributing to amount 6.73% of the total gross revenue.

DoT, Pitroda clash over rollout of Rs 12k-cr optical fibre project - The Economic Times

Serious differences from within could stymie the Central government’s ambitious plan to bridge the digital divide across the country.

, advisor to the prime minister on information, infrastructure and innovation, and the Department of Telecom (DoT) are on a collision course over the execution of the Rs 12,000 crore optical fibre cable (OFC) project that involves delivering mass broadband connectivity to 2.5 lakh panchayats across the country in two years.

While Mr Pitroda has dialled the Prime Minister’s Office (PMO) for immediate formation of a special purpose vehicle in which BSNL, RailTel, PowerGrid, C-DoT,
National Informatics Centre (NIC) and Universal Service Obligation Fund (USOF) are to be co-stakeholders, DoT is dead against the idea and is instead angling for state-owned BSNL to deliver the country-wide broadband push.

The Pitroda letter to the Prime Minister that was viewed by ET said: “An SPV should be set up immediately with representation from key stakeholders like the USOF, BSNL, Rail-Tel, PowerGrid,
C-DoT and NIC for autonomy, flexibility, transparency and accountability required for speedy implementation of the broadband project.”

In response, DoT, in an internal communiqué to the PMO, has contended that “a multi-agency/command structure” along the lines suggested by Mr Pitroda could “trigger huge cost and time overruns for the broadband project”. This communication was also reviewed by ET.


“Instead of forming an SPV as a corporation with equity participation from BSNL, PowerGrid, RailTel, NIC, USOF and C-DoT, it is suggested that the SPV only oversee the initial planning, implementation and co-ordination, more in the nature of a steering committee, which may be dissolved on completion of the project. BSNL can be the logical choice for time bound, seamless execution of the broadband project as it has the requisite technical expertise and is the biggest owner of OFC resources in the country,” the letter said.


The telecom department’s rationale is based on the fact that state-owned BSNL owns 6.25 lakh route km of OFC of the total 11 route km of OFC laid across India, which is well beyond the present OFC resources of either
PowerGrid (20K route km) or RailTel (52K route km).

“Since BSNL has already provided OFC connectivity to nearly all districts, sub-districts and blocks, it will merely need to lay incremental fibre from the blocks to the gram panchayats,” according to the letter.


“From that perspective alone, only BSNL can deliver this ambitious rural broadband push at the least cost in the shortest time band,” a DoT official told ET.


DoT has also pointed out that since USOF will be the funding agency for the project, its own rules stipulate the bidding route for selection of “an agency” or “a group of key stakeholders” for execution. Accordingly, if the project is awarded directly to a group of key stakeholders without going through the tendering process, it would need relaxation of USOF Rule No 526, according to the letter. DoT has further added that since the project will be funded by USOF, it “ought to be implemented by telecom service providers” in step with USOF’s other schemes.

We can not beat China

Normally, we used to criticise our “Friends” about their failures and their draconian policies which are aimed totally to ruin our BSNL. Thereby we have always hurted them. For a change we want to make them smile atleast for a day. And what else can make our “Friends” happy than these photos from China? Will not the very title of this post make them very glad? is there any need to explain who are our “friends” who love China  than India?

Justice done to SC/ST officers of BSNL





The CAT has delivered a judgement in favour of  SC/ST officers of BSNL in a case filed by them against the orders of BSNL management. The applicants are SDEs of BSNL. They pleaded before the court that in accordance with the 85th constitutional amendment to protect the SC/ST officials on their promotion, two lists were prepared in 2002 but without any reason the BSNL management rejected that list and prepared another list for promotion from SDE to DEs on 17-1-2007 in which the reservation was not followed and hence the CAT should order for cancellation of that list and to ensure that the list prepared in 2002 should be implemented. 

On hearing both sides the CAT ordered BSNL to implement the list prepared in 2002 with all benefits to the officers. They observed BSNL management could not give any reasons for cancelling the 2002 list.

Of late several such cases are being filed in almost all the circles by all the caders. Do the higher ups at the corporate purposely create such confusions and unrest among the staff? May be, perhaps!

KNOW THE TRUTH


Q: BSNLEU says only ‘some Unions’ walked out of 16thSept meeting?
A: Out of 13 Unions participated, 11 Unions supported the demand for new recognition rules and grant of minimum trade union facilities to all unions. Brushing aside the majority views, when GM (SR) wanted to declare the election date with old rules succumbing to minority pressure, 9 Unions (out of 13) walked out to lodge their protest. BSNLMS,AIBCTES,BTU etc. even though they are in favour of new recognition rules and minimum trade union facilities demand, did not join the walk out presumably due to alliance compulsions.
Q: BSNLEU says that they will take a democratic decision in CWC on new recognition rules?
A: Right from 2002, the policy of BSNLEU was in favour of recognition of more than one union and change in code of discipline besides grant of minimum trade union facilities to all unions. This was openly declared in their manifesto before 2ndand 3rd verification of membership. But  their practice differ from their own policy that they went to court even to cancel the check off facility granted to all unions by Thiru A. Raja, Honorable MOC & IT. BSNLEU is not in favour of granting minimum trade union facilities to registered unions including their own alliance partners and scuttled the negations with the management in councils. Under compulsion, before 4thverification BSNLEU agreed for minimum trade union facilities to other unions fearing isolation. On 16th Sept. meeting they did not open their mouth even to grant minimum trade union facilities to applicant unions leave alone the demand for new recognition rules.
Present situation in BSNL needs a new work culture and a change in staff relation. This can be achieved only with suitable amendments to the present code of discipline. But the autocratic BSNLEU leadership does not care for the industry or its development. As it is obvious in 16th Sept. meeting, the management is also actively co operating with the nefarious designs of BSNLEU to create industrial unrest. After all the managers are in safe wicket and the victims are the non-executives and BSNL.

New Code of Discipline  for  BSNL

Q:        Why the meeting on 16th Sept. failed to evolve a consensus for a new code of discipline and recognition rules for BSNL, even though there is a dare need for it.
A:         It is because of the ‘role play’ adopted by two Unions among the 13 Unions participated. Neither the Management nor the Union leaders have learnt from their past mistakes. They are repeating the crime without realizing the facts that the ground under their feet is slipping very fast. Some leaders with the inflated ego are intoxicated of their instant power, manipulated strength, cash reserve they have inherited and the propaganda ammunition in their artillery.
Management as usual, shirking their own responsibility under the pretext of “No Consensus”. Neither the management is ready to extend minimum trade Union facilities to applicant unions even though there is consensus. When the time bomb explodes the managers will escape through life boats
.

தற்போதுள்ள    விதிகளின்    படியே    அடுத்த    உறுப்பினர்    சரிபார்ப்பு
தேர்தலை நடத்துவது என்ற முடிவை தன்னிச்சையாக அறிவித்தது. நமது விடுப்பை    காசாக்கும்    திட்டத்திற்காக    செலுத்தப்பட்ட    பிரீமியமான ரூ.4853 கோடியால் கமிஷன் பெற்ற தனக்கு வேண்டிய சங்கம் வெற்றி பெற்றுவிடும்    என்பது    BSNL-இன்    கனவு.    இதனை    கண்டித்து    8 சங்கங்கள்    வெளி    நடப்பு    செய்தன.    அதற்கு    பின்னர்    நிர்வாகம் தேர்தலுக்கான தேதிகளையும் வெளியிட்டுள்ளது.


இலாகா    நாளுக்கு    நாள்    நலிந்து    வரும்    இந்த    சூழலில்,    ஊழியர் பிரச்னைகளில் தீர்வு என்பது அறவே அற்றுப்போன நிலையில், 2வது சங்கத்திற்கு அங்கீகாரம் மற்றும் விகிதாசார பிரதிநிதித்துவம் இருந்தால் மட்டுமே, அனைத்து ஊழியர் குரலையும் பிரதிபலிக்க முடியும் என்பது NFTE, FNTO உள்ளிட்ட இந்த 8 சங்கங்களின் நிலைபாடு.

எனவே, நிர்வாகத்தின் இந்த தன்னிச்சையான போக்கை கண்டித்தும், புதிய    விதிகளை    உருவாக்கி    அவற்றின்    அடிப்படையில்    5வது உறுப்பினர்    சரிப்பார்ப்பு    தேர்தலை    நடத்தக்கோரியும்    30.09.2010 அன்று    ஆர்பாட்டம்    நடத்த    இந்த    8    சங்கங்களும்    அறைகூவல் விடுத்துள்ளன.

[ தோழர் சீதாராம் யெச்சூரி 2008-இல் நடைபெற்ற 2G ஒதுக்கீட்டில் 1லட்சம் கோடி ரூபாய் மோசடி செய்த அமைச்சரை பதவி நீக்கம் செய் என்று கூறுகிறாரே, அப்புறம் எப்படி BSNLEU-ம், TEPU-ம் ஒரே குரலில் பேசுகின்றன    என்று    ஆச்சர்யப்பட    வேண்டாம்!    யெச்சூரியை சார்ந்திருக்கும்    சங்கமான    BSNLEU    அப்படியெல்லாம் குரலெழுப்புவதே இல்லை,    TEPU-விடமே    கைக்கு    அடக்கமாகத்தான் அந்த சங்கம் இருக்கிறதாம்.]

BSNLEU and TEPU alone protest against new code of discipline

BSNLEU & TEPU protest against changes in code of discipline.
 
Majority unions walk out from meeting with management
 
Lunch hour demonstration on 30th September
demanding new code of discipline for BSNL
 
Out of 13 unions participated in the meeting with management for formulating the new code of discipline, 11 unions agreed in favor of new code of discipline. BSNLEU and TEPU protested against change in the present code of discipline and for formulating new one for BSNL. FNTO emphasized the need of new code of discipline as the present situation of the company as well as the workers demand for a change.  But because of the opposition of TEPU and BSNLEU the management opined there is no consensus and the 5th verification has to be conducted according to old code of discipline. FNTO demanded for placing the case before top BSNL management for a decision. FNTO, NFTE, WRU,bTEU (BMS) , AIBCTES, BTU, ATM, BSNLES, BSNLMS, NTSU and PEWA unions  are favor new code of discipline.
 
As the management insisted 5th verification to be conducted with the old code of discipline, 8 unions (out of 13 unions participated) walked out of the meeting and announced lunch hour demonstration on 30th September 2010. Demands are minimum trade union facilities to all applicant unions and new code of discipline for BSNL for giving broader representation in Council for more Unions. Today’s meeting has clearly exposed who are in favor of welfare of employees, BSNL development, democracy and broader representation in councils and who are not.  When majority Unions were absent in the meeting hall,  management decided to hold next verification as per old code of discipline and the proposed date is 1st February 2011, it is learnt.
